Job Description

Job Overview The Fremont County Iowa Board of Supervisors is now accepting resumes for County Engineer. Applicants must have an Iowa Professional Engineering License in Civil Engineering. Fremont County, population 6520, is in the very southwest corner of Iowa. Sidney is the county seat. The county is led by a 3-person board of supervisors. The engineering department has approximately 28 employees. The engineer plans, coordinates, assigns and supervises all engineering and construction work performed by the county secondary roads department and independent contractors. In addition, the Engineer will prepare and let contract documents for projects, present an annual budget and a five-year construction program identifying future road improvement projects, and work with union representatives on employment matters. The ability to establish and maintain an effective working relationship with department personnel, other government agencies, other county departments, contractors and the public is essential. Previous county engineering experience is preferred. Salary based on experience and qualifications.

Duties Lead the planning, design, and execution of civil engineering projects including roads, stormwater management systems, water and wastewater treatment facilities, and land surveying initiatives. Manage project schedules from conception through completion using project scheduling tools to ensure timely delivery. Oversee construction management activities such as construction inspection, quality assurance, and adherence to safety standards. Utilize CAD software including AutoCAD, Civil 3D, Revit, MicroStation, and GIS platforms like ArcGIS for drafting schematics, designing infrastructure layouts, and conducting hydrological modeling. Prepare detailed technical engineering reports incorporating hydrologic analysis tools like SWMM and HEC models for stormwater systems. Coordinate permitting phases involving local agencies to ensure compliance with regulations and facilitate smooth project progression. Communicate effectively with clients, contractors, stakeholders, and team members to provide updates and resolve issues promptly. Generate accurate construction estimates using construction estimating techniques and manage project budgets efficiently. Lead a team of engineers and technicians by providing guidance on design engineering tasks such as system design, geotechnical analysis, hydraulics calculations, and land surveying. Ensure all projects meet civil infrastructure standards while maintaining a focus on sustainable practices in stormwater management and water treatment solutions. Experience Proven experience managing civil engineering projects with a focus on infrastructure development such as roads, bridges, stormwater systems, or water/wastewater facilities. Strong background in construction management including construction inspection and site supervision. Proficiency in CAD software (AutoCAD Civil 3D), GIS applications (ArcGIS), hydraulic modeling (SWMM), hydrological analysis (HEC models), and technical writing for engineering reports. Demonstrated ability to lead multidisciplinary teams through project phases from design to completion while managing schedules effectively. Knowledge of permitting processes related to civil infrastructure projects is essential. Experience working with land surveying techniques and geotechnical engineering principles is highly desirable. Excellent communication skills for client interaction and stakeholder engagement are required. Familiarity with system design principles for stormwater management, hydraulics calculations, water treatment processes, and mechanical engineering concepts related to public works projects will be advantageous.
Pay:
$110,000.00 - $120,000.00 per year
