Job Description

Payroll Supervisor positions supervise the Payroll Specialist positions in a centralized payroll section that processes a large department's complex payroll; oversee and approve payroll forms, documents and related materials which form part of an automated personnel payroll system; review the work of subordinates to ensure accuracy and compliance with payroll regulations and deadlines; review, research and resolve the more complex payroll problems; may interpret payroll impact as related to proposed operational changes and Memorandum of Understanding (M.O.U.) language related to payroll; respond to inquiries regarding payroll policies and procedures; develop and conduct training for subordinates; oversee the Flexible Benefits Program for a department; evaluate payroll procedures and make recommendations; select, train, assign and evaluate the work performance of subordinates; and perform other duties as assigned.
NOTE:
Eligible benefited employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS). You must meet the following requirements on the date you apply, unless otherwise indicated.
EXPERIENCE
: Three years of full-time experience processing a large and complex centralized payroll which MUST include one year of full-time experience overseeing and approving payroll forms, documents and related materials which form parts of an automated personnel payroll system; reviewing, researching and resolving payroll problems; interpreting bargaining unit contract language as it relates to payroll; responding to inquiries regarding payroll policies and procedures; and assisting with coordination of flexible benefits sign-up.
NOTES:
A complex payroll is one that requires a working knowledge of several complex transactions. Typically, a position in a large department or division where numerous employees are assigned to unusual schedules, receive special assignment pay, work on an hourly basis, and where several industrial leaves are processed each pay period. City of San Diego employees using the Out-of-Class Assignment (OCA) experience to qualify must submit written documentation, signed by their appointing authority or payroll specialist, detailing the work performed, dates, and the total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
LICENSE :
A valid California Class C Driver's License is required at the time of hire.

Certain positions may require additional screening processes, including a polygraph examination and/or background investigation. All screening processes must be successfully completed before employment begins. A positive test result for alcohol, cannabis/marijuana, illegal drugs, or inadequately explained prescription drugs, or misrepresentation, falsification, or omission of pertinent facts in any step of the screening or selection process, may constitute cause for disqualification or termination of employment.
