$79,619 - $97,312 annually West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site, located approximately 30 minutes south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, the project continues to decontaminate and decommission facilities at the site. Job Summary / Purpose of Position The Human Resource Representative is responsible for providing support in the day-to-day operations of the Human Resource office and the administration of the human resources policies, procedures and programs; carries out responsibilities in human resources functional areas including but not limited to: departmental/employee development, human resource information systems, employee relations, training and development, benefits, compensation, organizational development, labor relations, employment, and related areas. Ensures adherence to company policies, procedures, and related government regulations. Minimum Qualifications Education / Experience Bachelor's degree in Human Resources Administration, Business Administration, Industrial and Labor Relations or related discipline or recognized demonstrated equivalent. Three (3) plus years of related professional experience. Other Requirements Must have thorough knowledge of federal, state, and local employment-related laws and regulations and understanding of general human resources policies and procedures to successfully complete moderately difficult work assignments to meet specific objectives. General knowledge of Department of Energy directives and Federal Acquisition Regulations. Possess standard knowledge of compensation, employment and benefit programs, theories, concepts, techniques, procedures, and practices to successfully complete moderately difficult work assignments. Ability to work under general supervision and follow written and verbal instructions to perform assigned tasks according to established procedures. Ability to use own judgment in locating and selecting most appropriate human resources guidelines, references, and procedures. Possess strong verbal and written communication skills in order to effectively express ideas and information to employees. Ability to gather and evaluate relevant information and provide recommendations or solutions to the problem. Ability to apply unique approaches or applications to projects, work procedures or problems. Must be proficient with Microsoft Office Suite (Word, Excel, Power Point) or related software. Must demonstrate general knowledge and skills to utilize the organization's human resources management system. Ability to execute a broad scope of specific work practices affecting the accuracy, reliability, or acceptability of further processes or services Must be able to interface with employees in the department, division, and organization. Must be able to plan, coordinate, or advise on accounting principles or to resolve accounting problems toward mutual goals. Major Responsibilities / Scope of Work Maintain a safe and healthy work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations. Participate in accomplishing department goals, objectives, and systems Participates in administrative staff meetings and attends other meetings and seminars. Assists with establishing departmental measurements that support the accomplishment of the company's strategic goals. Regular attendance is required. Contributes to team effort by accomplishing related results as needed. Performs professional level support activities in one or more of the following functional areas of human resources, under general supervision. Employee/Labor Relations Partners with management to communicate Human Resources policies, procedures, programs and laws. Recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation. Advise managers and supervisors about the steps in the progressive discipline system of the company. Counsel managers on employment issues. Assist supervisory and managerial personnel with the preparation of written disciplinary documents and in grievance responses to the union. Assist with preparation and training/educational programs in connection with various human resources issues or programs Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff. Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff. Assist with preparation of documents and records required for contract negotiations, meetings, and negotiations with employees and labor organizations. Assists with collecting information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.Benefits Administration:
Provide guidance to employees regarding various benefit programs. Administer leave programs including disability and federal and state leave programs. Assist Compensation and Benefits Program Manager with benefits administration activities including annual benefits enrollment.Compensation Administration:
Write, revise, and update position descriptions. Assist in the administration of exempt and nonexempt annual salary increase programs. Participate in compensation surveys to support compensation programs and requests. Assists with the monitoring of the company wage and salary structure and the variable pay systems within the company including bonuses and raises. Assist with providing competitive market research and preparing pay studies to help establish pay practices and pay bands that help to recruit and retain superior staff. Provides payroll processing backup support. Partners with accounting and payroll to maintain the payroll database. Human Resource Information Systems Assists with the development and maintenance of the Human Resources sections of the Company Internet site, particularly recruiting and company information, and Intranet sites. Maintains employee-related databases. Prepare reports that are necessary to carry out the functions of the department and company. Prepare periodic reports for management, as necessary or requested. Fully utilizes Human Resources software to the company's advantage. Employee Development Monitors the performance management system that includes performance development plans (PDPs) and employee development programs. Assists with providing in-house employee training that addresses company training needs including coordination of training sessions, conducting new employee orientation or onboarding, management development. Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports. Monitors the Educational Tuition Assistance Program and Special Training Program. Staffing Conduct employment activities to support changes in staffing levels. Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings. Conducts the recruiting planning meetings when needed staff is identified. Monitors the relocation program for new staff as required. Performs work that is varied, may be somewhat difficult in character, and requires discretion and independent judgment. Research, analyzes data, and prepares recommendations on assigned projects. Provide assistance to line management. Assists in the development and implementation of human resources policies and procedures. Prepare report in conformance with legal requirements or organization needs. May provide technical guidance to lower-level human resources staff members.
