Compensation:
$139,321 - $170,287 West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site. JOB SUMMARY/PURPOSE OF POSITION
Accomplishes department objectives by managing staff; planning and evaluating department activities. Ensures the highest standards of industrial safety and operational excellence by effectively managing the day-to-day operations of moderate hazard nuclear facilities in the assigned project function.
MINIMUM QUALIFICATIONS
Education/Experience:
Bachelor's degree in technical discipline from an accredited institution or the recognized equivalent combination of education and experience and minimum of eight (8) years of professional level related experience with progressively increasing responsibility. A minimum of four (4) years of experience working at a nuclear facility or DOE government contractor. Supervisory experience preferred.
Preferred Qualifications:
Recent workforce management experience a must with understanding of schedules and operations related to PMs, systems, equipment, ventilation, site water management systems, and utilities.
Other Requirements:
Knowledge of Microsoft 365. Technical understanding of construction, demolition, maintenance, radiological operations, and safety protocols. Ability to review technical drawings, schedules, and procedures. Self-directed with the ability to establish priorities, control cost, and meet deadlines. Ability to trend, analyze, and anticipate issues and create solutions. Ability to interpret and apply policies, guidelines, laws, and instructions. Ability to interface with internal/external stakeholders, senior management, and government officials. Knowledge of 413.3B Program and Project Management and Guide 413.3-1. Working knowledge of Earned Value Management Systems. Strong organizational and communication skills. Ability to communicate sensitive issues tactfully and diplomatically. Ability to resolve complex technical and business issues. Ability to apply team building and partnering techniques. General knowledge of DOE, Federal government, and WVCA policies and systems.
MAJOR RESPONSIBILITIES/SCOPE OF WORK
Maintain a safe and healthy work environment by following established safe work practices. Implement and adhere to Company "Code of Conduct," EEO practices, and DOE directives. Manage, coordinate and administer major projects involving several WVCA organizations. Support long-range strategic planning for WVDP closure. Manage day-to-day integration and coordination of site work control processes. Ensure facility equipment is operated in accordance with written and approved procedures. Maintain clear communication with project managers and supervisors. Ensure compliance with Federal, State, and Local legal requirements. Schedule and assign employees; follow up on work results. Initiate and enforce operations standards and procedures. Ensure compliance with internal controls by auditing and verifying records. Maintain working relationship with the Union per collective bargaining agreement. Maintain professional knowledge through workshops, publications, and networking. Regular attendance is required. Contribute to team efforts by accomplishing related work as needed.
SUPERVISORY RESPONSIBILITIES
Recruit, select, orient, and train employees; ensure a safe, secure, and legal work environment. Communicate job expectations; monitor and appraise performance; coach and counsel employees. Establish department strategic goals; evaluate trends and outcomes. Forecast budget needs; schedule expenditures; analyze variances; take corrective action.
