A Human Resources Manager manages human resources functions for a company or organization, including the recruiting, hiring and training of employees. Works with executive management to develop and implement staffing and compensation plans and works to attract and retain qualified employees. Oversees training and development initiatives. Manages compensation and benefits structure and provides information to employees. Monitors compliance with employment-related regulations. Implements company policies and deals with staffing or disciplinary issues as needed.
We are seeking a proactive, strategic, and hands-on Bilingual HR Manager to build and lead our new Human Resources department. Because our organization has operated without a dedicated HR unit for the last three years, this role requires a self-starter who excels at taking initiative, setting up foundational policies and procedures, establishing compliance frameworks, and driving culture. You will work closely with executive leadership to create an HR infrastructure from the ground up that aligns with the companies strategic vision.
Key Responsibilities Department Setup & Strategy:
Design, implement, and lead the overall strategy for the newly established HR department.
Policy & Procedure Development:
Write, update, and deploy company handbooks, SOPs (Standard Operating Procedures), code of conduct, and workplace policies tailored to financial/currency exchange services.
Compliance & Legal Standards:
Ensure full compliance with state and federal labor laws (FLSA, EEOC, OSHA, FMLA) and industry-specific regulations.
Talent Acquisition & Onboarding:
Build recruitment pipelines, interview prospective team members, and implement structured onboarding/orientation processes.
Performance Management:
Develop evaluation systems, key performance indicators (KPIs), and feedback frameworks to support employee growth and retention.
Employee Relations & Culture:
Serve as the primary bilingual contact for all staff inquiries, resolving conflicts, fostering a positive work environment, and promoting company values.
Payroll & Benefits Support:
Collaborate with accounting/payroll to streamline benefits administration, time-tracking, and compensation structures.
Qualifications & Requirements Education:
Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or a related field (Required).
Bilingual Fluency:
Fluent in both English and Spanish (written and verbal) — Required .
Experience:
3-5+ years of progressive HR experience, with proven experience building or restructuring an HR department, policies, and workflows.
Regulatory Knowledge:
Deep understanding of Texas state labor laws and US federal employment legislation. (Experience in financial services, banking, or money services businesses is a plus).
