Sugar Land, TX Full-time | Exempt Reports to: Director of Parks, Recreation, and Facilities An Outstanding Leadership Opportunity New Territory Residential Community Association is seeking an experienced Parks, Facilities and Maintenance Manager to help lead the maintenance, condition, operations, and long-term stewardship of our community's parks, amenities, sports complex, pool facilities, open spaces, and The Club at New Territory. This is a hands-on leadership position for someone who understands that great community facilities do not happen by accident. They require strong people, consistent standards, proactive maintenance, smart use of resources, effective vendor partnerships, and leaders who take ownership of the outcome. The Parks, Facilities and Maintenance Manager will lead maintenance personnel, oversee key service contractors, manage preventive maintenance and work-order programs, support capital improvement and asset-renewal projects, and help ensure New Territory's facilities and outdoor spaces consistently meet the standards expected by our residents and organization. Role Summary Under the general direction of the Director of Parks, Recreation, and Facilities, this position provides both strategic and operational leadership for New Territory's parks, facilities, grounds, equipment, and community assets. Excellence Through Consistency Own the Outcome See it Through Listen With Empathy Keep Growing Core Responsibilities Parks & Facility Operations Provide strategic and operational direction for park maintenance, daily grounds upkeep, sports complex operations, recreation facilities, and maintenance-related construction activities. Develop and implement departmental work plans aligned with Association goals, policies, approved budgets, and Standards of Excellence. Preventive Maintenance & Asset Management Develop, implement, and evaluate preventive maintenance programs for community amenities, facilities, vehicles, mechanical equipment, and other assets. Work proactively to minimize downtime, improve safety, extend asset life, and identify maintenance needs before they become larger problems. Evaluate program effectiveness against service standards, asset condition, and budget performance. Work Orders & Maintenance Technology Utilize Work Order and Asset Management Systems to schedule and track work. Issue, monitor, and close work orders. Track equipment and asset lifecycles. Maintain effective inventory controls and accurate maintenance records. Vendor & Contract Management Oversee major maintenance service contracts, including landscaping, commercial tree care, lake management, irrigation services, structural repairs, and other specialty services. Evaluate contractor performance against scope, service levels, quality expectations, and industry standards. Develop scopes of work and coordinate RFP processes. Administer approved maintenance, service, and construction agreements. Quality, Safety & Inspections Conduct systematic inspections of parks, playgrounds, trails, buildings, and other community assets. Ensure completed work meets organizational, environmental, ADA, and applicable safety standards. Identify deficiencies and ensure issues are appropriately addressed and closed out. Team Leadership & Development Participate in recruiting, interviewing, and selecting full-time, part-time, and seasonal maintenance personnel. Train, supervise, coach, and evaluate staff performance. Establish ongoing safety, technical, and customer-service training. Build a dependable, accountable, and service-focused maintenance team. Budget & Fiscal Stewardship Prepare, justify, and actively manage operational and maintenance budgets. Monitor expenditures and reconcile variances. Prepare cost analyses and budget justifications. Help ensure resources are used responsibly and aligned with organizational priorities. Capital Improvements & Asset Renewal Participate in the planning and execution of approved Capital Reserve and Capital Improvement Projects. Assist with project scope, schedule, budget, contractor performance, and completion. Support long-term asset renewal and community infrastructure planning. Community & Stakeholder Communication Communicate operational schedules, project updates, and resource needs effectively with staff, leadership, committees, residents, and community partners. Develop positive working relationships across departments and with outside organizations. Emergency Response & Special Events Coordinate facility and grounds readiness for community-wide events. Participate in severe weather preparation, facility emergencies, and operational response activities as needed. Qualifications Education & Experience Bachelor's degree from an accredited four-year college or university in Parks and Recreation Management, Public Administration, Facilities Management, Construction Management, Landscape Architecture, Horticulture, or a closely related field. Minimum of five (5) years of progressively responsible professional experience in parks, grounds, or facility maintenance operations. At least two (2) years of direct supervisory or project leadership experience. An equivalent combination of relevant education, specialized technical training, and extensive leadership experience may be considered in place of the formal degree requirement. Licenses & Certifications Valid State of Texas driver's license with an acceptable driving record required. Certified Playground Safety Inspector (CPSI) preferred, or ability to obtain certification within 12 months. Work Environment This position is a combination of office and field-based work. The employee will regularly work throughout parks and facilities and may be exposed to South Texas heat, humidity, rain, cold, mechanical equipment noise, dust, and chemicals. The position requires the ability to stand, walk, traverse uneven terrain, climb, balance, stoop, kneel, and crouch. The employee must frequently lift and/or move items weighing up to 30 pounds and occasionally up to 50 pounds. The office environment includes frequent staff and resident interaction, high foot traffic, and moderate-to-high noise levels. Work Schedule This is a full-time, exempt professional position requiring a minimum of 40 hours per week. Because of facility operations, community events, seasonal schedules, and emergency needs, schedule flexibility is required. Community facility operations range from 5:30 a.m. to 9:30 p.m., Monday through Sunday , and the position may require periodic: Evening coverage Weekend coverage Holiday coverage Emergency and severe-weather response As an exempt position under the Fair Labor Standards Act, this position is not eligible for overtime compensation.

Compensation & Benefits Hiring Salary Range:

$75,000 to $85,000 annually , commensurate with qualifications and relevant experience.
