- Overview
- GovCIO is seeking a Director, Program Delivery to lead delivery execution across a large and complex portfolio of technology advisory, modernization, and transformation initiatives supporting the Department of Veterans Affairs (VA).
This role will oversee program delivery, client execution, delivery performance, workforce alignment, and portfolio risk to ensure consistent, high-quality outcomes across the portfolio. The Director will work closely with the Director of Portfolio Operations to ensure a seamless, integrated approach across delivery and operations, with clear accountability, strong coordination, and shared visibility into portfolio priorities, risks, and performance. This position is fully remote located within the United states.
- Responsibilities
- + Lead day-to-day delivery across a complex portfolio of VA programs and initiatives (30+).
+ Partner closely with the Director of Portfolio Operations to ensure delivery and operational functions work as one integrated team in support of portfolio and client priorities.
+ Lead and develop program and delivery leaders, establishing clear accountability, expectations, and escalation paths.
+ Maintain visibility into delivery performance, customer priorities, staffing, milestones, dependencies, and portfolio risks.
+ Establish consistent delivery practices, governance, performance measures, and operating rhythms across programs.
+ Proactively identify and resolve delivery, staffing, quality, and customer risks.
+ Build strong relationships with VA stakeholders and serve as a senior escalation point for delivery issues.
+ Coordinate across programs to address shared resources, priorities, dependencies, and delivery challenges.
+ Partner with Portfolio Operations on financial performance, staffing, onboarding, partner performance, and contract requirements.
+ Support the stand-up and transition of new work into delivery and help scale successful approaches across the portfolio.
- Qualifications
- Required Skills and Experience:
- + Bachelor's degree in either a technical or business-related field.
+ 10+ years of progressive experience in federal technology delivery, program management, portfolio leadership, or related functions. + 5+ years of experience supporting the Department of Veterans Affairs, specifically VA's Digital Transformation Center (DTC) or other areas within OIT.
+ Demonstrated experience leading large teams (50+ staff), geographically distributed teams and complex technology portfolios.
+ Experience overseeing delivery across multiple concurrent programs, initiatives, and VA stakeholder organizations.
+ Demonstrated experience leading and developing program managers and senior delivery leaders.
+ Demonstrated experience developing LOEs, staffing models, cost estimates, and quotes for federal government customers, including translating requirements into labor categories, staffing levels, timelines, and delivery assumptions.
+ Experience with technology modernization, digital transformation, cloud, cybersecurity, data, AI, or emerging technology.
+ Strong understanding of federal technology delivery, program management, workforce planning, risk management, and client engagement.
+ Experience establishing delivery governance, performance measures, executive reporting, and operating rhythms across multiple programs or initiatives.
+ Experience managing complex delivery environments involving subcontractors, teaming partners, and cross-functional organizations.
+ Demonstrated ability to identify and resolve delivery, staffing, customer, quality, financial, and contractual risks.
+ Experience standing up, transitioning, and rapidly scaling new programs and delivery teams.
+ Strong executive-level client engagement, communication, leadership, and problem-solving skills.
+ Demonstrated ability to work collaboratively across delivery and operations in a highly integrated, matrixed environment.
+ Experience across multiple VA OIT organizations and stakeholder groups.
+ Experience supporting organic growth, opportunity shaping, LOE development, and transition of new work into delivery.

- Posted Salary Range
- USD $175,000.00
- USD $185,000.00 /Yr.

- The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.
The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
