Knowledge Management SME & Quality Manager Knowledge Management SME & Quality Manager Remote Role Summary Provides information and records management, knowledge transfer, organizational adoption, and quality assurance support for NHDP business operations modernization initiatives. Leads assessments of information management practices, development of governance and records management standards, repository organization efforts, and knowledge transfer activities. Serves as the Quality Manager for the contract, overseeing implementation of the Quality Control Plan (QCP), conducting independent quality reviews of deliverables, monitoring compliance with contract requirements, and supporting corrective action and continuous improvement activities. Required Qualifications Bachelor's degree in business administration, information management, knowledge management, library science, records management, public administration, or a related field. 7+ years of experience in knowledge management, records management, information governance, quality assurance, business operations, or organizational change initiatives. Experience assessing and improving information management, documentation, and records management processes. Experience developing governance documentation, SOPs, training materials, user guides, and operational procedures. Experience planning and facilitating training sessions, workshops, and knowledge transfer activities. Experience with document repositories, collaboration platforms, records retention practices, and information governance frameworks. Experience developing and implementing quality control and quality assurance processes, conducting deliverable reviews, and tracking corrective actions. Experience developing or maintaining information architectures, document taxonomies, metadata standards, records classification schemes, or repository governance structures. Proficiency with Microsoft Office Suite, Point, and Microsoft 365 collaboration tools. Strong written and verbal communication, facilitation, and stakeholder engagement skills. Preferred Qualifications Experience supporting Federal agencies or Federal business operations programs. Experience with records management, information governance, and repository modernization initiatives. Experience developing taxonomy structures, metadata standards, file naming conventions, and content management procedures. Experience supporting organizational change management, user adoption, and workforce training initiatives. Experience with Point Online, Microsoft Purview, Power Platform, or other Microsoft 365 information management capabilities. Experience performing quality assurance reviews of technical documents, reports, SOPs, and operational deliverables. Knowledge of Federal records management requirements, information lifecycle management, and governance best practices. Certification in records management, knowledge management, quality management, change management, or project management (e.g., CRM, PMP, Prosci, ASQ, or equivalent).
