Current LPS I and II will competitively transfer into their current job classification and pay group with no salary change.

Current LPS III will demote into the entry level 0171 classification and pay group with a decrease in salary.

This position requires reliable, high-speed/broadband internet connectivity capable of supporting video conferencing.

This position is for an extended hours facility. Work schedules begin as early as 7:00am and may end as late as 8:00pm.

Weekend work may be required, on occasion.

GENERAL DESCRIPTION
License and Permit Specialist I
  • Performs moderately complex (journey-level) licensing and permitting work.
Work involves receiving and reviewing license and permit applications; ensuring compliance with applicable policies, administrative codes, and statutes; communicating with external and internal customers; and approving license and permit applications. Meets and screens applicants, may administer written and visual tests, prepares application forms and collects license application fees. Answers general information questions pertaining to driver license laws and driver licensing procedures, safety responsibility laws and procedures, other Department services and services available at other state agencies, and traffic laws. Receives and responds to telephone inquiries from the general public. Works under general supervision, with limited latitude for the use of initiative and independent judgement.

License and Permit Specialist II
  • Performs complex (journey-level) licensing and permitting work.
Work involves receiving and reviewing license and permit applications; ensuring compliance with applicable policies, administrative codes, and statutes; communicating with external and internal customers; and approving licenses and permits. Performs advanced investigative, examining, and clerical duties in determining legal needs, requirements, and qualifications for the issuance of driver licenses and identification cards. Answers general information questions pertaining to driver license and commercial driver license laws and procedures, safety responsibility laws and procedures, other Departmental services, other agency services, and traffic laws. May administer driver license tests. Receives and responds to telephone inquiries from the general public. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES
License and Permit Specialist I:
Meets and deals with the general public in professional and courteous manner; answers general questions pertaining to applications for various types of driver licenses and identification cards, questions pertaining to traffic laws, driver license, commercial driver license, and safety responsibility laws, driver education, driver improvement, insurance requirements, voter's registration, organ donation, Department employment, and other Department and state agency services. Receives and reviews original and permit applications, duplicates, modifications and renewals. Determines the legal needs and requirements of driver license and identification card applicants. Screens application forms to ensure applicant qualification. Approves applications for license and permits based on state regulations, administrative codes, and agency policies and procedures. Provides interpretation of licensing and permitting requirements and applicable various agency and statutory requirements. Performs basic check of physical driving capabilities of applicants by evaluation during observation and interviews of hearing, mental, visual, or physical restrictions, and potential driving limitations due to various medications and their dosage quantities; may check for adequacy of applicant's eyesight through use of vision tester; prepares supplemental forms as necessary when potential physical problems or restrictions are identified; determines referrals to Medical Advisory Board and/or to a vision specialist for further evaluation. May inspect motor vehicles for safety prior to road test; verifies evidence of financial responsibility; checks for registration and/or reciprocity; and may describe road test basics to applicant. Assumes responsibility of certifying drivers as reasonable risks or disapproving drivers as unreasonable risks. Makes and properly interprets external system inquiries to determine applicants' eligibility for licensing. Issues licenses and permits, collects appropriate license fees and prepares receipts; ensures and accepts accountability that monies received balance with receipts issued; captures photograph of applicants, their signatures, and may collect their thumbprints. Checks accuracy of original, renewal, and duplicate license applications, driver education certificates, school attendance forms, insurance documents, registrations, may notarize forms and administers oaths as necessary. Inputs license and permit applications, payments, and required technical data for license and permits into appropriate computer applications, databases and systems. Advises applicants of suspensions, cancellations and revocations, and advises how to qualify. May administer written, oral or other test to license permit applicants. May administer and grade written and oral driver examinations. May interpret for foreign language speaking applicants. May schedule applicants for driving tests. May operate automated testing machines to measure driver license applicants' knowledge of traffic laws and driving practices. May utilize computers and digital imaging workstations for capture of applicants' portrait, thumbprint, and signature. May conduct prescribed comprehensive examinations according to established policies to determine qualifications/limitations. May observe applicant during road test, independently score applicant's abilities, and inform applicant in person of pass/fail status. May suggest methods of improvement and/or inform applicant of deficiencies/inadequacies in driving skills. May recommend official actions to correct/rehabilitate drivers whose performance needs to be improved. May recommend the un-licensing of unsafe drivers. Accepts official responsibility for such recommendations. May provide information and testimony for the Department in administrative, driver improvement, safety responsibility, and judicial hearings as necessary in prosecution of criminal cases and administrative hearings. Provides administrative and technical assistance related to license and permit requirements to the general public, agency staff, government and elected officials; answers questions and explains licensing and permit requirements and supplies information regarding license and permit processing, policies, and procedures. May provide on-the-job training for co-workers. May administer road skills (drive test) examinations. [Must have a valid State of Texas driver license or approved waiver to perform this duty with a valid driver license from state of residence.] May travel as required to work in other Driver License Offices and/or to and from Headquarters for training.

May set up, close, and program office machines in preparation or close of day's activities. May prepare daily bookkeeping reports. May make minor repairs to testing devices and other office equipment. Prepares, cleans, and maintains work area and testing devices daily. May be required to provide own transportation to remote locations. May be required or assigned to work extended hours alone for periods of time exercising independent judgment. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies. Perform other duties as assigned.

Receives and reviews license and permit applications, revisions, and renewals; and administers oaths as necessary. May provide information and testimony for the Department in administrative, driver improvement, safety responsibility, and judicial hearings as necessary in prosecution of criminal cases and administrative hearings. May conduct prescribed comprehensive examinations according to established policies to determine qualifications/limitations. May observe applicant during road test, independently score applicant's abilities, and inform applicant in person of pass/fail status. May suggest methods of improvement and/or inform applicant of deficiencies/inadequacies in driving skills. May recommend official actions to correct/rehabilitate drivers whose performance needs to be improved. May recommend the un-licensing of unsafe drivers. Accepts official responsibility for such recommendations. Investigates applications for Minor Restricted Driver License, makes decisions on whether to approve or deny applications, and investigates drivers with questionable records or who make possible false statements. May recommend road test routes, maintain and set up parallel parking area. May order and receive supplies. May provide on-the-job training for co-workers. Qualifications:
GENERAL QUALIFICATIONS and
REQUIREMENTS
Education•
License and Permit Specialist I and II:
Graduation from a standard senior high school or the equivalent is required.

Experience•
License and Permit Specialist I:
Minimum of one (1) year of general office, volunteer (clerical), or face-to-face/ over-the-phone customer service experience. Cash handling experience is preferred.
License and Permit Specialist II:
Minimum of one (1) full year of general office or face-to-face/over-the-phone customer service experience and a minimum of one (1) full year of working as a License and Permit Specialist in the TXDPS Driver License Division.

Licensure and/or Certification•
License and Permit Specialist I:
A valid driver license required. If hired with a valid out of state driver license, a Texas license must be obtained within ninety (90) days of moving to Texas. If moving within the state of Texas, a valid Texas license must be obtained within thirty (30) days.

Certification as a Commercial Knowledge Examiner (CCKE) may be required. Must re-certify based on Federal Motor Carrier Safety Administration requirements to remain qualified for the position.
License and Permit Specialist II:
A valid Texas driver license required. If hired with a valid out of state driver license, a Texas license must be obtained within ninety (90) days of moving to Texas. If moving within the state of Texas, a valid Texas license must be obtained within thirty (30) days.
