Affordable Housing Community Manager Location:
In-Person (Split time between 2 properties) |
Type:
Full-Time (Mon-Fri)
Pay:
$21.00 - $24.00 per hour (DOE)

About the Role We are seeking an experienced Affordable Housing Property Manager to oversee day-to-day operations across two apartment communities. In this role, you will lead on-site leasing and maintenance efforts, maintain high occupancy, ensure full compliance with HUD and HOME program requirements, and build a positive community environment.
Key Responsibilities Compliance & File Management:
Process Annual/Initial Recertifications (AR/IR), Move-Ins (MI), and waiting list updates for Section 8 PBRA and HOME programs. Ensure full compliance with HUD Multifamily, HOME, Bond, Tenant Selection Plans, and Fair Housing laws.
Property Inspections & Audits:
Prepare properties and files for HUD Management and Occupancy Reviews (MOR), HOME paperwork audits, and NSPIRE physical inspections.
Financial Operations:
Collect rent, track accounts receivable (AR), process accounts payable (AP) invoices, monitor delinquencies, execute legal/eviction notices (including 72-hour notices), and assist with annual budgeting and monthly variance reports.
Team & Operations Leadership:
Supervise leasing, maintenance, and contract personnel. Coordinate work orders, schedule on-call coverage, track inventory, and uphold OSHA safety standards.
Tenant Relations:
Respond promptly to resident inquiries and complaints, enforce lease agreements in accordance with the Oregon Residential Landlord & Tenant Act, and partner with Resident Service Coordinators and community assistance agencies.
Qualifications Required:
Valid Driver's License; high school diploma or equivalent; pre-employment background check.
Experience:
2+ years of HUD/Section 8 Multifamily experience (required); 1+ year of
LIHTC/HOME
compliance experience (preferred); 1-3+ years of Property Management experience.
Skills:
Strong knowledge of Fair Housing guidelines, basic bookkeeping, AR/IR/MI income verification, and excellent written/verbal communication skills.

$21.00 - $24.00 per hour
