The Company is a General Contractor focusing on Public Works Projects based mainly in Sonoma, Marin, Napa, Mendocino and Lake Counties. The Company is a dynamic, growing organization seeking an Estimator and Preconstruction Project Manager to join our team. Position Summary:
The primary responsibility of the Estimator and Preconstruction Project Manager is to oversee and facilitate all project procurement from advertisement to NOA including lease-leaseback, design-build and design-bid-build projects. Estimates are built on practical understanding of design, constructability, logistics, sequencing, and means and methods of a project. Communication with architects, owners, subcontractors, employees, and field personnel is key to having a successful project from pre-bid through project completion.
Essential Duties and Responsibilities:
Bid Opportunities:
Reviewing bid sources daily to locate new bid opportunities. Daily search for addendum for projects on the bid list. Reviewing and fully vetting each bid opportunity for the right fit for the company and presenting to the team the details for final decision making.
Estimation and Bidding:
Act as the Estimating Team Leader on all projects, thus coordinating the total estimating effort relevant to a particular project or proposals as assigned. Assign take-off assignments to team members and monitor progress as needed. Understand and manage estimating processes relative to the different delivery methods. Review and evaluate ITBs/RFPs for requirements. Facilitate bid package distribution and document control. Ensure bid documents and addendums are issued and managed timely. Read and understand plans, scope, and specs to provide estimate used for project bids. Estimate self-performed scopes, solicit bids from subcontractors, and develop accurate bid estimates that include complete scope of the project. Build and manage subcontractor relationships. Evaluate and document subcontractor qualifications. Ensures good subcontractor participation for all scopes for which they are responsible, before bid day. Compares and analyzes competitive subcontractor and supplier bids. Prepare bid advertisements, invitation to bid, and utilize Procore to track bid results. Perform constructability review throughout the estimate process. Identify risk factors that could affect budget, schedule, or project quality results. Submit RFI's as needed. Review designs and specifications for cost-effectiveness and suggest appropriate alternatives. Develops and maintains a database of historical costs data and normalizes data for current projects.
Project Management:
Change Event Estimating and cost review for all projects to verify accuracy of costs and scope of work.
Assist with RFP/Q submissions:
Preparing schedules for both Preconstruction and Construction. Assist with preparing questions for the RFP/Q. Assist with preparing submission content with project specific details. Assist with Pricing Proposals. Complete a final review of the submission. Assist with interview preparation and attend interviews if opportunity allows. Lead Preconstruction Services for all LLB/DB projects: Be the primary POC for all preconstruction activities from NOA to GMP Board Approval and internal handoff meeting. Coordinate with all team members to facilitate the preconstruction process and ensure all activities are completed timely. Schedule all necessary meetings and maintain action items to be executed upon. Keep Preconstruction Schedule current as dates change throughout the process. Review preconstruction schedule in the weekly bids meeting and track progress of each task following up with team members as needed. Manage RFI's and Clarifications during the pre-construction phase. Turn over unanswered pre-bid RFI's to the Project Manager to continue tracking post GMP. Performs site surveys and attend pre-bid/construction meetings. Develops GMP/GPC's for lease-leaseback projects and any subsequent value engineering as needed. Prepares Bid Solicitation packages for lease-leaseback projects Assist with Budget and Schedule of Values once GMP is finalized. Distributes final GMP package which includes GMP, Qualifications and Exclusions, Bid Leveling, Subcontractor Solicitation, and Proof of Publication for Public Notice Advertisement. Lead the project "Handoff" meetings to the Operations Team. Communicate any procurement of long-lead materials required to keep the project on schedule during the handoff meeting. Cost code subcontractor proposals for hand off to contract admin.
Leadership:
Lead weekly bid meetings and preconstruction team meetings, facilitate communication between FRC, subcontractors, suppliers, architects, CM and owners. Participate in company budget reviews and analysis including general conditions cost reviews. As time allows take on new tasks and/or assist where needed.

Ability to multi-task and effectively prioritize in a dynamic fast-paced environment Must be a self-starter with ability to complete activities with minimal direction Must have very strong organizational skills and the ability to follow through on tasks Demonstrated ability to interact effectively with management and other departments as well as outside agencies and vendors Exceptional oral and written communication skills Professional attitude and a strong work ethic Well-developed analytical skills with the ability to identify and resolve problems in a timely manner Ability to read and fully understand the nuances of contract language and legal documents, plans and specifications, and subcontractor proposals.
Qualifications:
Bachelor's Degree or equivalent work-related experience preferred 5+ years within a public works construction environment preferred Procore Construction Management Software preferred High Proficiency in MS Office Suite, MS Projects and Adobe Acrobat or Bluebeam preferred Strong computer/technical analytical skills
