Exempt Starting Salary $140,000 Annually Purpose of Classification This classification assists the County Manager in administering county government by providing oversight, leadership, and coordination for assigned departments. The Assistant County Manager facilitates daily operations, supports strategic goals, and ensures that services provided to citizens meet the standards set by the Board of Commissioners. This role directly supervises Development Services, Sports and Recreation Services, Human Resource Services, Senior Citizen Services, and Public Safety departments. Essential Functions The following duties are representative of the responsibilities of this position. This list does not include all tasks that may be assigned, and additional functions may be added at the discretion of the County Manager. Provide leadership to department heads, conduct evaluations, manage employee concerns, and ensure effective and efficient departmental performance.
Organizational Support:
Promote teamwork and collaboration among departments. Offer guidance to ensure alignment with county policies and strategic priorities. Support leadership development and facilitate a culture of accountability and service excellence.
Customer and Stakeholder Engagement:
Respond to complaints and inquiries from the general public and County Commissioners. Represent the County in meetings, hearings, and public forums. Build relationships to foster trust and transparency in government services.
Operational Efficiency and Innovation:
Facilitate process improvement across departments through lean management and organizational change strategies. Identify areas for efficiency, evaluate performance metrics, and help sustain high-quality service delivery.
Budget and Financial Oversight:
Collaborate in developing department budgets, monitor expenditures, and support sound financial stewardship. Provide input on resource allocation and cost-saving initiatives.
Policy and Compliance Support:
Assist in the development of standard operating procedures and ensure compliance with local, state, and federal regulations affecting the departments under supervision.
Administrative and Technical Duties:
Prepare reports, correspondence, and official documentation as required. Use computer systems and software to manage data, create presentations, and analyze trends.
Strategic Participation:
Support the County Manager in research, special initiatives, interdepartmental projects, and the implementation of organizational goals. Participate in multidisciplinary teams and advisory committees.
Professional Development:
Maintain up-to-date technical knowledge through continued education and professional development. Additional Functions Provide leadership on unique or special initiatives as assigned. Analyze operational data and recommend improvements. Serve as a liaison between departments and executive leadership. Assist in emergency preparedness and response coordination when applicable. Perform other related duties as required. Minimum Qualifications Bachelor’s degree in Public Administration, Business Administration, or a closely related field. Minimum of three (3) years of progressive leadership experience in local government, including budget oversight, personnel management, and organizational planning. Or an equivalent combination of education, training, and experience that provides the required knowledge and abilities. Valid Georgia Driver’s License required. Preferred qualifications include Human Resources certification, experience in senior services, and municipal operations management.
