About this Job VFMC is a specialized 24-hour medical facility operating with 150-175 staffed beds, with a license capacity of 299 beds. All beds are licensed as hospital beds. The facility operates a small hospital care service that is surveyed by health standards using hospital licensing requirements, with the remainder of the facility surveyed annually under CMS and state standards for nursing facility care. Specialized units include 37 beds for acute and sub-acute care including a trach care and wound care service, and the only inpatient tuberculosis program in the state. The facility is staffed with a table of organization of 216 classified positions and 20+ unclassified positions with a budget in excess of $30 million. The physical plant consists of three patient care buildings, administrative building, activity buildings, support service buildings, staff residences, and a variety of storage and special purpose structures, located on a 157 acre site with its own fresh water system, sewer system, chiller and boiler systems, and electrical distribution system. This facility has control of passage with a security gate at entrance. Minimum Qualifications Three years of the required experience for the following minimum qualifications must have been in the management of a health service or support program: Eight years of experience in hospital administration, health services administration, or administrative services; OR Six years of full-time experience in any field plus five years of experience hospital administration, health services administration, or administrative services; OR A bachelor’s degree plus five years of experience in hospital administration, health services administration, or administrative services; OR An advanced degree in hospital, public health, or health services administration; social work, business or public administration, or a health services field plus four years of experience in hospital administration, health services administration, or administrative services.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties:
This position serves as the Associate Administrator at Villa Feliciana Medical Complex, an acute and long-term care hospital whose mission is to operate health care programs which provide medical care and treatment for residents with acute, sub-acute, and chronic illnesses and/or disabilities resulting from trauma or genetic defects. 40% Directs and controls specified Hospital Functions, Activities and Operations for Villa Feliciana Medical Complex. Associate Administrator to the Administrator and serves in the administrator capacity when Administrator is absent. Assist in planning, directing and coordinating long and short term goals for VFMC. Through Hospital Department heads and directly supervised staff directs the management and monitoring of the complex hospital functions such as IT, Telephones, Social Services, X-ray, Safety, Property Control, Beautician Services, building operations, support services, environmental services and Therapies. Monitor various contracts and MOUs. In accordance with the Hospital’s mission, represents on behalf of Administrator, the hospital to external agencies and authorities such as CMS, licensing agencies, Health Standards, and other local, state and federal regulatory boards and commissions. Assist in directing the development and management of hospital operations and capital outlay budgets. Establishes policy, initiates contracts and executes interagency agreements to provide both inpatient and outpatient medical care, including diagnostic, therapeutic and physician services to clients/patients of other State facilities in the area for VFMC, Long-Term Care Hospital. 30%
DIRECT SUPERVISION
Provide direct supervision to Administrative Assistant, Administrative Program Director 3 over Environmental Services, Social Services, Beautician Services, X-Ray Services, Safety and Therapies. Provide general direction and supervision to agency Department heads and all services provided by Administrative and Clinical staff in the absence of the Administrator. This includes all ancillary, logistical and operational services. 20%
MONITORING ACTIVITIES
Confer daily with department managers with regard to pertinent problems such as personnel matters, budget status, program progress and other relevant matters for VFMC Long-Term Care Hospital. Member of Executive committee, Weekly standup meetings and chairs various committees and performance improvement projects. Review management reports and evaluates daily activities. Identify problem areas which warrant additional attention and action for VFMC, Long-Term Care Hospital. Monitors specifically assigned hospital compliance with rules and regulations under which it operates, including State and Federal regulatory agencies which survey 24-hour health care facilities participating in the Medicare/Medicaid programs, operating a public drinking water system complying with natural gas regulations, pollution discharge standards. Provides information as assigned by Administrator, or in the absence of, to Director of State Facilities and Office of Aging and Adult Services Executive Staff in both written format and oral presentations, to explain programmatic activity and justify funding requests in the budget and legislative processes. Confer with patients and family members concerning complaints or problems for VFMC, Long-Term Care Hospital. Initiates investigations, review findings, and determines appropriate action to resolve issues. Coordinate action through department heads. Perform a variety of administrative duties and tasks which require review and action by the Appointing Authority/Administrator. Coordinate internal investigations and report results directly to the Administrator. 5% Responsible for the administration and direction of the property control program for the agency within established guidelines. Monitor the internal policy for the protection and safe keeping of movable and fixed assets which include accountability for all property and equipment of the agency. Conducts the annual property inventory and ensures proper accountability, storage and security of all movable property valued at approximately $2,100,000. Monitors all agency departments’ inventory processes and reconciles inventory to LPAA’s annual report. Assure that accurate inventory records are available. Revise internal agency rules, regulations and procedures to meet changes in law or departmental policy. Verifies physical location of property and is responsible for the surplus of property to other agencies and Louisiana Property Surplus and arranging for the scraping of approved items. Manage tagging and entering all movable property into the computerized property system. Serve as liaison to the Office of Louisiana Property Assistance. 5% Responsible for the administration and direction of the Office of Risk Management and Safety programs for the agency within established guidelines. Prepares and performs audits as required. Maintain the Driver Safety Program. Perform fire alarm inspections as required. Performs other related duties in order to maintain the smooth operation of the facility.
