Job DescriptionThe New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
The position is a member of Administration Division’s leadership team and will report directly to theDeputy Commissioner of Administration. With wide latitude for independent judgment and decision-making, the Senior Advisor will assist in the development and implementation of operating systems and accountability metrics to ensure accomplishments of the Administrative Division’s goals andsmooth, effective, and efficient division operations. In addition, the Senior Advisor will provide strategicdirection with respect to coordination of new initiatives, agency wide projects, as well as thedevelopment and amendment of multi-year plans and improvement strategies for the AdministrationDivision.
DYCD is seeking a Candidate to perform the below task/responsibilities
- Oversee and manage the Administration Division’s annual planning and implementation processes.oDevelop and lead project planning along with relevant reporting-Develop and maintain systems that facilitate and support collaboration across the division’sdepartments: Audits, Contracts, Evaluation, and Sourcing
- ACES (includes Procurement), Bureau ofBudget & Finance, Information Technology, and Administrative Services
- Develop, mange, and maintain the Administration Division’s operating systems and accountabilitymetrics
- Ensure the application of administrative policies, procedures, and regulations for uniformity ofinterpretation and practice
- Coordinate the Administration Division’s intra
- and inter-meetings and oversee communicationsacross Division leads
- Prepare agendas, minutes and track action items for meetings-Serve as a representative of the Deputy Commissioner and any of the Administration Division’sleadership, as appropriate, at internal and external meetings, workgroups and/or Task Forces
- Prepare presentations, take notes, and track action items for meetings-Serve and be a representative on Citywide administrative and/or operational actions
- Serve as a strategic partner and thought leader that can lead and/or assist in the management ofspecial projects and initiatives
- Manage and report out on the Administration Division’s personnel, purchasing, and financialoperations
- Coordinate and oversee on-boarding processes for all Administration Division’s staff, interns, andthird-partner vendors
- Supervise staff, as appropriate.
Candidates for this position are expected to be highly organized, entrepreneurial, innovative, and astrong strategic thinker who possesses strong communication, policy analysis, and relationshipmanagement skills. Additionally, the position will require someone who can understand multiplebusiness domains and quickly gain a broad understanding of all aspects of the AdministrationDivision’s operations. While the selected candidate will be expected to have a broad understanding ofthe Administration Division’s operations, he/she will need good judgment to ascertain when to involveDYCD’s programmatic subject matter experts to ensure that DYCD’s official position is considered andclearly conveyed.

A master’s degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
