Job Description
Drug and Alcohol Administrator 2 3.3 3.3 out of 5 stars Wilkes-Barre, PA 18701 JOB The Administrator works closely with the other members of the Human Services Executive Team including the Division Head, Program Director, Fiscal Director and other Department Heads to achieve the best human services delivery system within the community, to integrate services within the division and community, and to build a positive culture throughout the division. He or she will be responsible for planning, implementing, and coordinating a program of community organization and public education directed toward the treatment, intervention, and prevention of drug and alcohol abuse.
EXAMPLE OF DUTIES
Promotes a positive culture throughout the division, leading by example through actions, demeanor, and effective communication Makes recommendations to improve system integration, modifying policies, procedures, organizational structures, and service delivery methods Develops, implements, and administers the annual comprehensive drug and alcohol treatment, intervention and prevention plan in the bi-county area Develops policies and programs regarding drug and alcohol prevention, intervention, and treatment services in the bi-county area Participates in the STOP Opioid Coalition as a member of the leadership board and Warm Hand Off subcommittee Provides staff support and assists the Executive Commission and its subcommittees in fulfilling their responsibilities Coordinates and monitors existing community drug and alcohol programs funded by the county Administers a program of public education regarding drug and alcohol abuse within the bi-county area Participates in community planning and organization by assisting individuals and groups to identify unmet needs and to determine an appropriate course of action Is responsible for the fiscal administration of drug and alcohol funds allocated for the administrative and case management units to assure compliance with government mandates Provides program and fiscal monitoring of all contracts established with provider agencies to ensure compliance with government mandates Assists in the assessment of community needs Analyzes and evaluates the effectiveness of drug and alcohol services in the bi-county area Prepares the annual report for submission to local authorities, the Executive Commission and the Office of Drug and Alcohol Programs Maintains liaison with governmental and private community services, agencies and organizations and state-operated facilities Supervises the staff of the county program Prepares applications for new funds to expand programs and address areas of unmet needs A member of the Health Choices Entity/NBHCC Board of Directors Helps coordinate an annual RFP process to identify appropriate providers of services Maintains involvement with PACDAA, the Statewide Drug & Alcohol Administrator Group Performs other related work as required Reports directly to the Division Head of the Human Services Division
SUPPLEMENTAL INFORMATION
Minimum Experience and Training A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals;OR A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and four (4) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals; ORAn Associate’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals.
