Our mission is to impact communities for good. This position is in a critical stage of its migration from Central Square to Tyler Technologies’ Munis system for utility billing. Despite progress in implementing several modules, the Utility Billing component-affecting over 37,000 meters-continues to present significant technical and operational challenges. A key gap is the lack of deep technical expertise in Tyler Munis, particularly in utility billing and data migration. To accelerate the City’s implementation timeline and reduce risk to customer service operations, MGT proposes providing an experienced Tyler Munis Subject Matter Expert (SME) with a strong background in SQL, data integration, and municipal utility billing processes. The objective of this engagement is to provide highly specialized IT staffing that will: Serve as a hands-on technical resource to support Tyler Munis Utility Billing configuration and implementation. Troubleshoot and optimize data migration efforts , particularly from legacy Central Square systems. Assist with integration testing of handheld and mobile meter-reading devices. Conduct SQL scripting and reporting to validate data accuracy, billing logic, and functional workflows. Work in direct coordination with City personnel, MGT’s PMO team, and Tyler support staff to accelerate implementation and ensure billing accuracy. Candidate Profile and Qualifications MGT’s Tyler Munis SME will meet the following profile: 5+ years ‘ experience supporting Tyler Munis, with a strong focus on Utility Billing and Finance modules. Advanced proficiency in SQL Server , including data extraction, transformation, and loading (ETL). Experience with data reconciliation between legacy systems and Munis platforms. Familiarity with mobile/handheld meter-reading integrations . Effective communicator with the ability to explain technical processes to non-technical stakeholders. Proven experience working with municipal governments and utility departments. Ability to train, mentor, and knowledge-transfer to internal IT and billing staff. Our approach to deploying the Tyler Munis SME is designed for rapid knowledge application and value generation: Phase 1: Orientation & Assessment Review the current implementation status, data architecture, and utility billing workflows. Conduct working sessions with City staff and vendors to identify current technical roadblocks. Develop a prioritized work plan aligned with implementation milestones. Phase 2: Technical Remediation & Support Lead and support data migration tasks from Central Square to Munis, including SQL scripting and validation. Assist in configuration testing for utility billing logic, meter-reading inputs, and invoice generation. Identify and correct data anomalies or logic errors impacting billing accuracy. Coordinate directly with the City’s handheld device testing team to validate mobile integration . Phase 3: Knowledge Transfer & Documentation Create documentation for custom SQL queries, data models, and process flows. Conduct training for internal IT and utility billing staff on maintaining and supporting the system. Support end-user testing and develop issue triage protocols to support future troubleshooting. Delivery Model MGT recommends a hybrid delivery model , combining remote and on-site support as needed:

Remote Support :

Available up to 40 hours per week for day-to-day development, issue resolution, and meetings.

On-site Presence :

Initial 2-4 weeks at the start of assignment. Optional Scheduled site visits for high-impact periods such as integration testing, go-live preparation, or City Council updates (as needed and pre-approved).
