Department Mission:

Under the Department of Commerce, the mission of the Division of Employment Security is to administer the unemployment insurance system for the state of North Carolina by delivering efficient, effective and quality service.

Description of Work:

The Benefits Integrity Section is responsible for the prevention, detection, collection and recovery of overpayments created by individuals who were not entitled to receive unemployment insurance benefits. Additionally, the section is responsible for the timely management of collections to ensure United States Department of Labor (USDOL) core measurements are met. The Section is responsible for proactively preventing overpayments through use of analytical tools. The Section investigates a variety of claims including identity theft and wage and earning reporting. The Section is responsible for administrating the collection and recovery of overpayments including managing garnishments and interception of state and federal tax refunds.

Duties:

The Recovery Specialist will collect revenue for established overpayments based on information received from claimants, employers, Federal and State programs, and the Fraud Investigation unit. This position will analyze data within the system in an effort to ensure that an accurate overpayment has been established and that implemented collection efforts will meet the core measure requirements of USDOL. This position will be responsible for the implementation and maintenance of collection program objectives to ensure that all overpayments are promptly recouped through a fair and accurate effort and such efforts are documented in agency records. Demonstrated ability to identify and understand issues, problems and opportunities and use effective approaches for choosing a course of action or developing appropriate solutions. Minimum Education and Experience Requirements High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
