DESCRIPTION

QUESTIONS
GENERAL

STATEMENT OF JOB

Coordinates all aspects of billing and collections.

EXAMPLES OF WORK
  • Monitors contract compliance and compliance with internal billing policies; directs changes to billing policies; creates and directs procedures for non-standard billings and payments; processes refunds.
  • Maintains current knowledge of industry regulations, HIPAA laws and billing policies; provides training as needed; responds to inquiries regarding billing procedures and documentation. Reviews work product to verify accuracy and completeness; makes recommendations for improvement and/or suggests process changes to increase efficiency.
  • Obtains and exchanges information with internal and external agencies (i.e., county staff, vendors, insurance companies, hospitals, attorney offices, etc.) concerning computer billing software and accounting related matters; proactively communicates regarding billing policies, requirements, Medicare information, etc.
  • Processes claims under the Health Care Responsibility Act (“HCRA”); complies with HCRA reporting requirements.
  • Responds to requests for medical records, ensuring compliance with HIPAA regulations.
  • Receives, reviews and processes uncollected accounts with contracted collection agency; researches issues and provides resolution, information or direction as appropriate.
  • Develops and maintains professional business communications, including writing and editing professional documents, reports, and internal/external correspondence.
  • Schedules stand-by ambulance services as required; coordinates with third-party vendor to ensure that services are accurately invoiced.
  • Prepares and maintains various records and reports; processes, sorts and files reports, accounting records and other documents related to billing and department financial data.
  • Receives and processes all incoming mail pertaining to billing, including inquiries from patients, insurance companies, checks and related documents.
  • Performs timekeeper duties for assigned Department/Division(s).
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience:

High school diploma or equivalent supplemented by a minimum of two (2) years of progressively responsible experience in administrative support or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be able to efficiently navigate between various software/programs. Data entry/keyboarding skills required. Experience with Microsoft Word and Excel software required. Required to work in the emergency operations center outside of normal duty hours during emergencies. Experience with medical insurance/billing preferred. Licenses and/or

Certifications:

Requires a valid driver license. Requires commission as a Florida Notary Public within six (6) months of employment.

OTHER REQUIREMENTS
Physical Requirements:

Requires the ability to operate office equipment, to include computers, copy/fax machines, and related peripherals. Must be able to exert 20 to 50 pounds of force occasionally, or 10 to 25 of force frequently and/or a negligible amount frequently to lift, carry, push, pull or otherwise move objects. May require bending, stooping and twisting. Physical demands are essentially those of sedentary work.

Language Ability:

Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures, and to receive and follow oral and written instructions. Requires ability to read basic technical data, policy and procedure manuals, codes, etc. Requires the ability to prepare forms and reports using prescribed formats. Requires the ability to communicate with a broad array of individuals from various professional backgrounds.

Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

Numerical Aptitude:

Requires the ability to add and subtract totals, multiply and divide, use decimals and calculate percentages.

Interpersonal Temperament:

Requires the ability to tactfully and effectively interact with the public and with co-workers. Must be able to perform under stress when confronted with frequent deadlines or peak workloads.
