This position ensures the implementation of efficient billing procedures, resolves complex billing issues, and provides strong leadership and direction to the utility billing team. The Supervisor will work closely with other departments, utilizing considerable independent judgment while reporting to the Director of Finance. Key Responsibilities The following responsibilities and duties have been provided as examples of essential types of work performed by positions within this job classification. Management reserves the right to add modify, change, or rescind work assignments as needed. Oversee and supervise all aspects of utility billing operations, including application processing, collections, cashiering, customer service, and receivables. Maintain accurate detailed financial records, prepare analytical reports, and conduct special research and analysis related to utility billing accounts. Preparing and updating informational materials for the public related to Town utility programs. Address complex billing issues, interpret policies, and resolve customer service concerns while coordinating utility billing activities with other departments. Ensure integration of utility billing and financial systems to maintain consistent accounting practices, and Town policies, regulations, and procedures. Manage and develop staff by providing guidance, training, performance feedback, and supporting their professional development. Develop, enforce, and continually improve policies and procedures to increase operational efficiency and productivity. Ensure all utility billing processes promote exceptional customer service and comply with relevant regulations and auditing requirements. Prepare monthly billing files, generate billing reports, and manage the printing and distribution of utility bills. Additional Responsibilities Perform general administrative duties, such as answering phone calls, filing, document processing, and other clerical tasks as needed. Provide assistance to other departments and employees as required. Must work closely with the Towns Public Works Department and Town Residents. Skills & Qualifications Indepth knowledge of fiscal recordkeeping, government regulations, auditing procedures, and cash handling. Monitor water reading software for metering discrepancies and the effects on residents billing. Enters all manual meter readings as needed for billing, meter exchanges and new installations. Proficiency in Office 365 and utility billing/accounting software. Strong analytical, problemsolving, and organizational skills, with the ability to manage multiple priorities in a fastpaced environment. Exceptional written and verbal communication skills, with the ability to convey complex information to diverse audiences. Demonstrated ability to exercise independent judgment, lead crossfunctional projects, and collaborate with stakeholders at all levels. Proven experience in a supervisory capacity, with expertise in team leadership, coaching, and staff development. Physical Requirements Ability to work in a seated or standing position for extended periods. Occasional lifting of up to 25 pounds and repetitive hand movements. Ability to perform tasks requiring mobility, visual acuity, and clear communication. Education & Experience Associate’s degree in Accounting, Finance, Business Administration, or a related field. Minimum of two (2) years’ experience in utility billing, accounts receivable, or accounts payable operations. At least one (1) year of supervisory experience. OR An equivalent combination of education, training, and/or work experience equal or greater than the requirements listed above as determined by Human Resources. Valid Florida Driver’s License. Supervisory Responsibility Direct supervision of the Utility Clerk(s). Work Environment Primarily officebased with occasional evening, weekend, or holiday work. Occasional travel may be required.
