GENERAL STATEMENT OF DUTIES

: Under direct supervision, this position is responsible for the initial/supplemental training and assisting with individualized coaching for Utility Billing Specialist, to promote the professional, accurate and efficient handling of all utility duties. As Utility Billing Coordinator, this position has a high frequency of interaction with all staff, our customers, as well as other staff members to ensure an optimal level of customer satisfaction and adherence to policies, procedures, and ordinances. This position is expected to perform a wide variety of billing duties, have knowledge of departmental and office procedures and the ability to solve problems. Review and analyze daily billing registers for anomalies and make corrections or create service orders and other related activity which ensure billing accuracy. In addition, this position must have the ability to interpret ordinances and rate resolution. Work is performed under the direct supervision of the Utility Billing Supervisor.

EXAMPLES OF WORK

( illustrative only): Oversee the review, preparation, and corrections of utility bills prior to mailing Conducts review of work performed for accuracy and consistency. Responsible for the initial and supplemental training of utility personnel Maintains current knowledge of all procedures and policies relating to new or existing Utility accounts, services, processing payments, payment extensions, delinquent accounts, and other customer service-related functions. Frequently provides the first point of escalation for customers and assists with the resolution of routine customer complaints and problems in accordance with procedures and policies Promotes positive interaction with the public both orally and in writing (emails) answering questions requiring judgment, knowledge, and interpretation of the ordinances and policies Establish and maintain strong teamwork efforts among departments. Leads and assists in daily work schedules, project assignments and customer interactions. Provides individualized coaching to team members with timely and effective follow-up. Inform Management of system problems and/or potential errors and concerns. Performs the duties of the Utility Billing Specialist, as needed Support compliance in accordance with the department’s KPI standards Oversee key credit and adjustment requests Ensures meter read uploads and downloads are performed according to the Billing Calendar Complies with Meter Reading and Billing Calendar according to KPI standards Oversees service order creation and completion Oversee basic accounting duties as they pertain to daily deposits Manages daily utility balancing Troubleshoots general ledger issues Compiles reports pertaining to all phases of work performed Provides input for revisions or changes to Standard Operating Procedures and Instruction Manuals, as identified. May process account activity involving complex requests. May act on designated matters on behalf of Management during temporary absences. Consults with Utility Business Supervisor to apprise of non-compliance or on-going performance concerns. Provides input for employees’ annual performance evaluation. Assists with performing fundamental technology troubleshooting to identify problems Demonstrates commitment and dependability with regular attendance, punctuality, and adherence to schedule of availability. Performs related work as assigned. Employee must demonstrate the ability to converse with the public on issues pertaining to complex billing issues referring only the most challenging matters to the Utility Billing Supervisor

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of business management, customer service as it pertains to billing functions Acute knowledge of meter reading and billing software, equipment and reporting Ability to work independently Knowledge of data processing applications and methods Knowledge of basic utility operation Knowledge of areas operations procedures and practices Knowledge of utility website, payment options, policies, procedures and manuals Intermediate skill in Microsoft Office with an emphasis on Access and/or Excel Skill in problem solving and conflict resolution Skill in analyzing data to identify anomalies, trends and/or shortfalls Skill in preparing written clear and comprehensive and statistical reports and letters to document compliance activities. Ability to communicate effectively both orally and in writing. Ability to always use sound judgment; tact and courtesy Ability to perform duties with minimum supervision. Knowledge of daily accounting and general ledgers

MINIMUM EDUCATION AND EXPERIENCE

: Graduation from an accredited high school. Associate degree or two (2) year degree with an emphasis in accounting or customer service preferred and two (2) years of progressively responsible accounting customer service experience; OR any equivalent combination of experience and training which provides the required knowledge and skills.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT

Work involves sedentary work in an office setting. There is frequent need to stand, stoop, walk, sit, lift light (up to 10 pounds) and perform other similar actions during the course of the workday.
