The purpose of the position is to perform a variety of duties to maintain the accurate andplete billing and recording of payments for the Fire Rescue and Emergency Medical Services Department. Employees in this classification are expected to exercise a high degree of independent judgment based on experience and knowledge of Department operations. Deviations from standard policies and procedures are referred to a higher level for decision. This is a service-oriented position, which provides information to the general public, medical and insurance providers, and associatedanizations in response to inquiries.
Essential Job Functions

Maintains EMS ambulance billing and oversees payment process of accounts receivable and balancing of monthly financial reports. Researches, verifies, updates, and ensures the accuracy of information in the patient care reporting system to be submitted to the billing agency. Coordinates with the outside billing agency to capture missing or iplete data necessary for billing. Reconciles dispatch log to monthly billing report to ensure accurate billing of all patient accounts. Coordinates with collection agencies to ensure maximum effort is being exerted to properly collect fees due to Osceola County. Performs a variety of job-related functions including report processing, documentation review, gathering and preparing data, specialized projects, and providing information as needed. Provides customer service to patients regarding insurance and payment issues, hospital representatives, citizens, attorneys, county employees, and other customers
Responds to questions orplaints in person, in writing, or by telephone. Processes credit card payments via mail and/or by phone; Processes cash and check payments received via mail or walk-in customers and issues receipts as necessary. Generates various correspondence, memos, reports, forms, or other relevant materials appropriate to the assigned department. Maintains department record keeping, filing systems, and relevant materials appropriate to customer care. Receives inquiries and concerns, ascertains the nature of the request, and resolves personally, directs to the appropriate individual or department, or acts as liaison to the appropriate personnel. Assists with the resolution of minor routine administrative and billing problems. Serves as Records Custodian for the Department. Provides medical records in response to subpoenas via the County Attorney’s office and requests from attorneys, patients, hospitals, or other agencies
Ensurespliance with the Health Insurance Portability and Accountability Act (HIPAA), Departmental procedures, and other legal mandates governing the proper release of medical records and/or protected health information (PHI). Assists with contracts/agreements associated with position duties as needed.
Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications

Education:

High School Diploma or GED.

Education:

Two (2) years responsible experience in ambulance or medical insurance billing requiring regular customer interaction.

Miscellaneous:

Must possess and maintain a valid Florida Driver’s License. Must not be listed as an excluded individual/entity in accordance with the Office of the Inspector General List of Excluded Individuals/Entities (LEIE).
Knowledge, Skills and Abilities
Knowledge of the principles and techniques of customer service; ability to deal diplomatically with irate individuals. Ability to access, operate and maintain various software applications including word processing and spreadsheet applications. Knowledge of basic accounting/bookkeeping methods. Ability to operate basic office equipment, personalputer, ers, copy machines, telephone systems, and facsimile machines.
Knowledge of Federal and State regulations and Medicare, Medicaid and Veterans legislation, rules and procedures as they relate to medical billing in order to ensure that the County receives the maximum allowable recovery through these agencies. Knowledge of HIPAA’s privacy and security requirements as they pertain to protected health care information.
Ability to understand and follow oral and written instructions, and to express oneself clearly and concisely, both orally and in writing and tomunicate effectively with internal and external departments, customers, and agencies often on controversial issues. Ability to remain calm andmunicate effectively in stressful situations.
Ability to establish and maintain effective working relations with management, employees, other departments, officials and the general public.
Knowledge of business English, e.g., correspondence formats, spelling, punctuation and grammar.
Ability to perform routine mathematicalputations and tabulations accurately and efficiently.
Ability to read, update and maintain various records and files, knowledge of administrative support functions, e.g., records maintenance, data analysis, reports processing, documentation proofing.

Physical Demand:

Light

  • 20 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
  • If less lifting involved will require significant walking/standing may be required.
  • If mostly sitting is involved will require push/pull on arm or leg controls.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
