Performs a high level of administrative tasks to ensure that the City of Somerville water bills are accurate. Employee is required to perform all similar or related duties. Essential Functions The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. Oversees and ensures execution of standard operating procedures to deliver consistent, high-quality customer service. Processes Final Sale requests on a daily basis. Research customer disputes, questions and complaints; calculates potential billing adjustments and verifies water usage accuracy. Assists with the processing of citywide district water bills for the City of Somerville Oversees billing accuracy for each district; analyzes and audits billing operations with a strong attention to detail, identifies patterns and discrepancies, and generates reports on billing activities and customer account status. Assist in establishing all new accounts and regularly update meter and billing databases. Trains the Water Meter Technician on administrative procedures and tasks. Assists with downloading and transferring meter reads from the City’s automated reading systems to the financial accounting system. Reviews and inputs exemptions to water and sewer bills, such as statutory exemptions from Assessor’s office. Assists with billing and invoicing for backflow prevention and cross-connection control programs. Maintains accurate and up-to-date customer account records in MUNIS (city finance system) and Automated Meter Reading system. Performs billing, clerical, and administrative duties and supports projects as needed.

Recommended Minimum Qualifications:
Education and Experience:

Associates Degree preferred with three to five (3-5) years related work experience in the accounting/bookkeeping field; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Thorough working knowledge of office procedures and machines; some knowledge of municipal government.

Ability:

Ability to meet and deal with the public effectively and appropriately; ability to handle problems and emergencies effectively; ability to communicate clearly, both orally and in writing; ability to operate a computer; ability to maintain confidential information; ability to maintain, manage, and organize records; ability to deal appropriately with City employees, City officials and the general public.

Skill:

Excellent organizational skills; excellent data processing skill in the use of personal computers and office software including word processing, data base and spreadsheet applications. Extensive customer skills. Motor Skills Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer and/or most other office equipment including word processing, filing and sorting of papers Visual Demands Visual demands include constantly reading documents for general understanding and for analytical purposes and routinely reviewing reports and spread sheets.
