Job Summary:

The Utility Clerk is responsible for accepting and processing all utility payments and other city payments, such as business licenses, building permits, UTV/ATV permits, and cemetery lot purchases. Work includes setting up new utility services and performing disconnects when necessary. This position interacts directly with the public during transactions conducted in-person, through the drive-thru window, and over the phone. The Utility Clerk also works with customers to issue work orders as needed.

Accountabilities and Job Functions:
  • Accepts and processes payments for utility bills, business licenses, building permits, UTV/ATV permits, cemetery lot purchases, and other city-related transactions.
  • Ensures accurate posting of payments to the appropriate accounts and issues receipts to customers.
  • Provides customer service by assisting the public with payment inquiries and processing transactions in-person, through the drive-thru window, and over the phone.
  • Works with customers to issue work orders for service changes, repairs, or other needs.
  • Maintains accurate records of all transactions and ensures proper handling of cash, checks, and electronic payments.
  • Balances cash drawer daily and prepares deposits according to established procedures.
  • Responds to routine and non-routine inquiries regarding utility payments and other city transactions.
  • Assists in resolving customer complaints and issues in a professional and courteous manner.
  • Collaborates with other utility clerks and staff to ensure smooth operation of the utility office.
  • Performs all work in compliance with established City policies and safety standards.
  • Performs other work as assigned and assists other departments as requested.
Knowledge, Skills, and Abilities:
  • Strong customer service skills
  • Ability to handle multiple projects and transactions simultaneously
  • Computer proficiency with Internet and Microsoft Office Applications (Word, Excel, and Access)
  • Knowledge of various office machines
  • Detail-oriented with good organizational skills
  • Basic math and accounting skills
Utility Clerk Effective Date:

6/16/2025 2 Minimum Requirements

  • Must be a U.S. citizen or lawfully authorized alien worker.
  • Working knowledge and use of a 10 key calculator.
  • Experience in cash handling and payment processing.
  • Working knowledge of Microsoft Word, Excel, and automated billing processing systems in a Windows environment. Desired Qualifications
  • Familiarity with the city’s integrated billing and financial software.
  • Experience in a municipal or utility office setting.

Physical Demands The work is light work which requires exerting up 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The following physical abilities are required: o
