BILLING CLERK
Performs clerical work involving the billing and collection for water and sewer services and related activities; does related work as required. Work is performed under regular supervision. Analyzes the consumption analysis reports for errors, problems and processes complaints daily; Enters monthly meter readings to customer accounts provided by meter readers and/or other water utilities; Updates meter information on customer accounts daily; Analyzes queries and special reports for account audits, billing accuracy, and specific consumption reports; Applies late penalties to customer accounts based on cycle and due dates; Processes pull list for automated calls; Processes pull list to generate work orders and/or pull tickets; Reviews completed work orders for data needed to process final bills; Analyzes report of pulled accounts, schedules/finalizes terminates and final bills for delinquent accounts; Audits delinquent accounts to ensure correct service fees are applied; Reviews all service restored after hours, applies appropriate service fees and schedules further action if needed; Processes returned checks, bank drafts, and fraudulent credit card chargebacks; Reviews accounts for disconnection and/or further action; Sets up and processes customer’s bank and credit card drafts; Serves as collector/cashier, validates bills and provides receipts for utility and related payments, balances cash drawer daily; Balances all payments received in Marion and Mullins’ offices back to general ledgers; Makes deposits and ensures accuracies; Proofs and balances all Billing and Collections general ledger entries; Processes, validates and updates customer applications taken at all offices and reviews for accuracy; Updates address changes per the
USPS’ NCOA
report generated after each billing to ensure account detail accuracy; Works return mail; Researches payments and adjustments for the Accounting Department and makes appropriate adjustments and/or corrections as needed for reconciliation; Makes adjustments to customer accounts based on complaints/work orders received; Operates calculator by touch; Processes customer payments by phone and handles customer inquiries; Processes daily mail, balancing stubs to checks, proofs scanned images, transmits deposit files to bank daily; Images documents to customer accounts; Ensures all Billing and Collections deadlines are met daily; Prioritizes workload based on departmental calendar; Processes payments taken by local banks daily; applies payment extensions daily based on bank payments; Properly adjusts and bills for septic/grease hauls based on information provided by various plants; Makes adjustments to sod and compost accounts; updates tickets to balance general ledger; Makes adjustments for cross connection customers, issues inspection notices to customers, reviews, processes and adjusts accounts according to Water Superintendent; Performs related tasks as required. Knowledge of bookkeeping terminology, methods, standard office procedures and practices, and equipment; ability to understand and follow oral and written directions; ability to perform mathematical computations with speed and accuracy; ability to conduct mathematical analysis; skill in the use of a variety of office machines and typing ability; ability to establish and maintain effective working relationships with associates and the general public; skill in the operation of a calculator, PC, and cash register; ability to stand, walk and/or sit for extended periods of time; ability to lift and carry up to 40 lbs; ability to reach, bend, stoop, kneel, handling objects with hands and/or fingers and other varying physical requirements. Any combination of education and experience equivalent to graduation from an accredited community college. Possession of a valid SC driver’s license. Title advancements and/or promotions to various positions depend on an individual’s job performance, knowledge, skills, abilities, education, experience and other special requirements. Senior Billing Clerk:
$19.65+ per hour
