The Customer Service Division is responsible for the accurate billing and collection of all services provided by Orange County Utilities while providing courteous and efficient customer service to one of fastest growing metropolitan areas in the country. The Division is composed of eight different teams (Billing, Call Center, Cash, Customer Information Systems, Credit & Collections, Development, Dispatch & Meter Services) that work collaboratively and closely coordinate efforts to deliver outstanding service. The Customer Service Division is seeking a highly qualified individual to fill the position of Utilities Section Manager . The position will lead several teams and will serve as a core member of the Division’s leadership team supporting the Division Manager. Job Description General Functions Coordinates section activities within the Utility. Responsible for the quality and the quantity of work performed by the section. This is highly responsible professional work with extensive supervisory duties. Work is performed with considerable independence under the general supervision of the Department Manager. Representative Duties/Assignments Duties may vary based on area of assignment Coordinates section activities within the Division. Responsible for the quality and the quantity of work performed by the section. Assists the Division Manager & Assistant Manager with overall supervision and evaluation of office and field staff to achieve divisional goals and objectives. Assists in planning, directing, coordinating, and controlling the daily operations of the teams within the section. Participates in development and implementation of the division’s Business Plan and strategic goals and objectives. Measures section performance and customer satisfaction and compares them to established objectives. Recommends and implement appropriate measures to correct unsatisfactory results. Assists the Division Manager with the analysis, preparation, presentation, justification, and administration of the division’s budget. Prepare reports and presentations as directed by the Division Manager. Responsible for all supervisory duties within the section, including planning, managing, and evaluating performance of staff. Conduct interviews and recommend selection of new hires. Performs other related duties as assigned by the Division Manager. Coordinates section work with other divisions and departments to achieve desired results. Performs other related duties as may be assigned. Minimum Qualifications Graduation from an accredited college or university with a Bachelor’s degree in a in Business, Public Administration, Computer Science or closely related field and four (4) years of experience in a fiscal, administrative, customer service or billing role with a Utilities or similar organization; or an equivalent combination of education, training or experience. Based on area of assignment may be required to possess and maintain the appropriate certification or license. Preferences Proven management and leadership experience with the following, preferably in a Utility environment: Revenue collection Billing Call Center operations Customer Information System (CIS) support Field operations Commercial accounts Demonstrated experience resolving high level escalations and communicating with a diverse group of stakeholders. Knowledge of permitting and capacity tracking. Demonstrated ability to lead and mentor a large group of staff members while enforcing policies and delivering exceptional results.
