Admissions / Occupancy Specialist Middletown Housing Authority 40 Broad Street, Middletown, CT 06457 POSITION
DEFINITION
The Admissions/Occupancy Specialist is responsible for working directly with applicants and residents of the LIPH and State Moderate/Elderly Rental Housing Programs by performing intake interviews, verifying eligibility, and completing certifications. The role requires a thorough understanding of both the Department of Housing (DOH) and the Department of Housing and Urban Development (HUD) to ensure that all program requirements are met. The person in this role will be responsible for managing an assigned caseload, including the ongoing verification of eligibility for continued occupancy as required by DOH rules and HUD regulations. This position also provides vital program clerical support, including recordkeeping, document processing, and administrative tasks, to ensure compliance and efficient operation across all programs administered by the Authority.
ESSENTIAL DUTIES
Intake and Eligibility:
Conduct initial intake interviews with applicants for Low Income Public Housing (LIPH), State Moderate/Elderly Rental Housing Program, and other rental assistance programs. Collect, review, and verify required documentation for eligibility determinations. Calculate tenant rent portions and utility allowances based on verified income and deductions. Maintain applicant waitlists and perform annual purges per agency policy. Issue eligibility and ineligibility notices with appropriate documentation. Perform intake, eligibility determinations, and leasing functions in accordance with the Connecticut State Moderate Rental Program requirements. Ensure accurate calculation of tenant rents using the state’s guidelines for income and deductions. Utilizes computer systems to maintain accurate applicant and tenant records and to generate required statistical and program compliance reports. Provides applicants and residents with orientation, written materials, and guidance regarding Authority policies, program rules, fair housing regulations, and available community resources. Plans and organizes work in accordance with established procedures and priorities, employing independent judgment and initiative. Answers inquiries professionally and provides accurate information as necessary. Educate residents in State Moderate units about program guidelines, rent responsibilities, and lease compliance. Ability to cross-train in several departments to support team flexibility and operational efficiency. Performs related work as required
Occupancy and Leasing:
Coordinate with the Property Manager to promptly communicate applicant eligibility status, ensuring timely unit showings and lease execution. Process annual, interim reexaminations, and terminations for residents housed under the State Moderate Rental Program. Maintain accurate resident files including income verifications, leases, and correspondence. Respond to resident and landlord inquiries professionally and accurately.
Program Clerical Support:
Prepare and distribute letters, notices, reports, and forms related to program activities. File, scan, and upload documentation into the electronic record system accurately. Schedule appointments, send mailings, and assist with meetings and briefings. Track resident correspondence, case activity, and follow-ups using logs or spreadsheets. Assist with data entry for housing databases
Compliance and Customer Service:
Ensure all work complies with HUD, CHFA and DOH rules for the State Moderate Program, local regulations, and internal policies. Maintain confidentiality of applicant and resident information. Educate residents on program responsibilities and updates. Support audits, file reviews, and quality control efforts as needed.
QUALIFICATIONS
High school diploma or equivalent required; Associate’s degree in Business, Social Services, or related field preferred. Minimum two (2) years of experience in housing, property management, or eligibility processing.
Strong knowledge of:
Connecticut State Moderate/Elderly Rental Housing Program rules HUD regulations governing Low-Income Public Housing (24 CFR Part 960) Fair Housing laws and reasonable accommodation requirements Practices strong personal ethical behavior and demonstrates courtesy and respect for others. Proven ability to work independently as a self-starter, proven ability as a team player. Demonstrate proficiency in oral and written communications; proven competency in basic English grammar and spelling. Considerable knowledge of the function and organization of the Authority and its various departments. Strong customer service and interpersonal communication skills. Proficient in Microsoft Office and ability to learn housing management software. Highly organized with strong attention to detail and the ability to meet deadlines. Demonstrated ability to achieve and maintain a satisfactory attendance record, as defined by the Attendance Policy.
CERTIFICATE/LICENSE
Valid Connecticut Driver’s License. Certification in rent calculation or eligibility preferred or required within one year of hire.
