GENERALRESPONSIBILITY:
Provide accurate and unbiased information to helpresidents of Northern Kentucky understand and enroll in a healthplan of their choice through one-on-one interactions, grouppresentations, public events, or activities.
SPECIFICRESPONSIBILITIES
Assist in the enrollment of the Northern Kentucky populationand conduct related outreach activities. Facilitate consumer enrollment and outreach activities. Complete required training courses developed by KHBE andreceive a passing score of at least 80 percent to becomecertified. Demonstrate a working knowledge of the Affordable Care Act andKentucky’s Medicaid Enrollment Process for Medicaid Expansion. Travel to consumer locations in order to assist with enrollmentactivities. Provide unbiased guidance on Medicaid coverage optionsface-to-face, including in consumers’ homes. Adequately answer consumers’ questions about enrollment. Refer consumers to Agents, consumer assistance agencies asspecified by or the Call Center when guidance is needed. Assist in the processing of appeals for consumers in theExchange. Process re-enrollment in the Exchange. Guide Consumers in modifying their coverage due to anylife-changing event. Abide by reporting standards on Exchange relatedactivities. Conduct outreach activities at local events to educateKentuckians about the Exchange. Assist KHBE in working on local community events to promote theExchange. Achieve a high level of consumer satisfaction. Participate in Navigator duties for the open enrollment periodson the Exchange-this requires being willing to hold a flexibleschedule and attend some evening and some weekend enrollment oroutreach events. Accept referrals from Navigators and Agents. Provide access to oral interpretation of non-English languagesto ensure meaningful access. Provide services in a location accessible to those withdisabilities and materials and other utilized tools to those withdisabilities. Ensure that an authorized representative is present fordisabled individuals (when applicable). Perform other duties as assigned by Regional Supervisor orProgram Director, including attendance at evening or weekendevents. Assures compliance with all program and grantrequirements.
Qualifications
QUALIFICATIONS
High School or GED required; College preferred. Knowledge/experience in the health care industry and knowledgeof the Affordable Care Act preferred. Computer proficiency, including experience with MicrosoftOffice (Outlook, Excel, Word, PowerPoint, and Publisher) internetresearch, and ability to learn specialized computer databases, asneeded. Knowledge of the region’s community social services, businessorganizations, agencies, and resources. Understanding of rural andurban populations, and particularly of the county assigned. Excellent communication skills, including public speaking. Ability to work with people of diverse and varyingsocio-economic backgrounds. Ability to work a flexible schedule to facilitate enrollmentfor groups of consumers who work traditional daytime hours. Travel is a requirement of this position. Must possess a valid driver’s license, regular access toreliable transportation, and current auto insurance.
PHYSICALREQUIREMENTS
Must be able to sit at a computer for prolonged periods of timeup to 50% of the time.
