10/2024 SUMMARY The purpose of this position is to perform a variety of skilled clerical and administrative support tasks, in a typical office setting, related to the function of department assigned.
NATURE OF WORK
This position is heavily customer service-based; therefore, it requires a strong and excellent customer service approach with internal and external customers. Under direct supervision of the Building Director and other supervisory staff, the candidate will provide information and guidance regarding procedures for all types of building permits and occupational licenses, which include reviewing all the information and/or documentation that is required on the permit and occupational license applications. The position is office based and may require sitting or standing for long periods of time.
KEY RESPONSIBILITIES
Reviews permit and occupational license applications for provisions of all required information and/or documentation. Process and distribute applications for necessary reviews. Monitor progress of permit and occupational license review. Verifies completion of all required reviews and notifies applicant of approvals. Utilizes personal computers and computer software to perform word processing and spreadsheet functions; prepares and maintains computerized reports. Maintains building department packets with detailed files of official records pertaining to the process and assists with photocopying, scanning, assembling materials, and basic clerical work. Serve the general public, answers the telephone, and provides information related to department and/or city policies and procedures. Assists in receiving, sorting and distributing incoming and outgoing mail; assists in maintaining paper and other supplies stocked in the supply room, and by copy and fax machines; assists in ordering supplies. Builds and maintains positive working relationships with co-workers, other employees, and the public using principles of good customer service; promotes and represents the city to the public in a friendly, helpful, and professional manner. Conducts searches of Public Records Request and performs and Open Permit Searches as required. Identifies and/or recommends cost control measures in the delivery of all services and functions in his/her department and under his/her area of responsibility. Performs other related duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS
Good knowledge of office practices and procedures including filing and basic record keeping. Good knowledge of basic land development and construction permit requirements. Good knowledge of general permit processing and procedures. Good knowledge of County offices and functions. Good knowledge of land development and construction terminology. Good knowledge of personal computer with Microsoft Office. Good knowledge of office practices and procedures including filing and basic record keeping. Good knowledge of English language, spelling, grammar and punctuation. Good knowledge of basic mathematics. Ability to deal with the public in a professional, courteous manner. Ability to accurately answer questions and resolve problem situations or refer to the appropriate office. Ability to work under stressful situations. Ability to communicate clearly and concisely, both orally and in writing. Ability to establish and maintain effective working relationships with those contacted in the course of work. Ability to organize and maintain accurate records and files. Ability to learn the operation, policy and procedures of the City and the assigned department or office. Ability to perform difficult and complex clerical and administrative support work using independent judgment. Some knowledge of Microsoft Office Outlook, Access, and Construction/permitting software.
EDUCATION
High school diploma or general education degree (GED)
EXPERIENCE AND TRAINING
Two (2) years of general clerical experience to include a minimum of two (2) years in strong customer service. A comparable amount of education, training, or experience with related job skills may be substituted for the minimum requirements. The preferred candidate will have a minimum of two (2) years related experience in construction, building, or permitting. Experience working with permitting type software is a plus.
SPECIAL REQUIREMENTS
Permit Clerk Certification desirable.

General and specific assignments are received as to beats or details and work is normally performed with latitude for the use of independent judgment in the selection of work methods and procedures, subjects to review through analysis of reports, personal inspection, and discussion
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
On a continuous basis sit at a desk and/or stand for long periods of time. Frequently required to walk. Frequently required to see, hear, and talk with employees and the public. Frequently required to read and/or present documents, write or use keyboard to communicate through written means, use a calculator to compute figures. On occasion it is requested to climb or balance, stoop, kneel, crouch, or smell. Intermittently twist and reach office equipment. On occasion it is required to lift or carry weights up to 20 pounds. Specific vision requirements include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.
