OVERVIEW & PURPOSE

Plans, organizes and supervises the provision of various assistance to Veterans and their families. An employee in this class supervises and participates in the provision of benefits for Veterans and their dependents. The employee interprets and applies benefits requirements for pensions, compensations, medical services, rehabilitation training, education and home loans, death benefits, and other special provisions. Work also involves establishing and maintaining appropriate records and reports, assistance in filing appeals, recommending and administering departmental budget. The employee is responsible for office budget and staff management. Technical and detailed knowledge of VA regulations, procedures, laws, and policies are required as well as the ability to research the application of these regulations. The job also requires independent initiative and judgment. Work is performed under independent supervision and is evaluated through conferences, results of work, reports, and public feedback and oversight by the State Veterans District Office.

ESSENTIAL FUNCTIONS

Supervises and participates in counseling veterans and their dependents and assisting them in applying to the Veterans Administration for pension, compensation, and medical services, education and housing loans, death benefits, and other benefits. Supervises and performs preparation of disability applications and assuring that necessary records, medical reports, and materials are collected and submitted. Supervises and performs preparation of applications for educational benefits and scholarships from the NC Department of Veterans Administration for children and wartime veterans. Supervises and prepares a wide variety of paperwork processing and expediting. Attends and participates in various veterans organizations; performs community outreach, public awareness education, home visits and public speaking.. Coordinates the provision of social services to veterans and their dependents with a wide variety of social services and community agencies. Collaborates with and supervises staff involvement with local Veterans Treatment Court. Interprets, applies, explains, and researches various regulations and benefits. Clarifies problems and claims by contacting national, regional, state, and district veteran representatives, discussing the options and resolving the issues. Prepares documentation for appeals of benefit denials; appears with veterans or dependents before administrative agencies or courts. Establishes and maintains a variety of records and reports in accordance with NC and federal retention schedules. Prepares and administers office budget. Maintains current knowledge of constantly changing laws, regulations and procedures that affect veterans’ benefits.

KNOWLEDGE, SKILLS, & ABILITIES

Thorough knowledge of federal laws, policies, procedures, and regulations pertaining to the various veterans service programs and benefits. Thorough knowledge of admission and treatment requirements for VA medical facilities, rest homes and nursing homes. Thorough knowledge of resources available for veterans and their dependents. Considerable knowledge of community social services resources. General knowledge of medical terminology. Considerable knowledge of the application of information technology to the work of the office. Working knowledge of County personnel, purchasing, and budgeting policies and procedures. Working knowledge of modern and effective supervisory principles and practices. Skill in collaborative conflict resolution. Skill in public speaking. Ability to interpret, apply and explain regulations, procedures, and benefits to specific veterans problems. Ability to communicate effectively in written and oral form. Ability to communicate effectively with veterans and civic groups. Ability to plan and organize work to meet deadlines and governmental requirements. Ability to establish and maintain effective working relationships with County officials, veterans and their dependents, a variety of social services agencies, and employees. Ability to plan and manage a budget.

EDUCATION/EXPERIENCE

REQUIREMENTS

“: Graduation from High School, extensive experience with Social Services or other Program Administration and/or coordination, and at least 2 years of supervisory experience; or an equivalent combination of education and experience.

REQUIREMENTS

“: Must be a “Veteran” defined as a person who served in, and has been honorably discharged from the United States Armed Forces. Possession of a valid North Carolina Driver’s License. Ability to attain National Association of County Veterans Service Officers (NACVSO) VA accreditation within 18 months of employment. for Veterans Affairs Personal Identity Verification (VA PIV) Card within 90 days of VA Office of General Council accreditation approval. Maintain NCDVA accreditation through meeting mandatory continuing education requirements. “
