JOB SUMMARY:
This position is responsible for managing incoming documents for the Clerk of Orphans Court office to ensure information is complete and accurate; docket and track guardianships, adoptions, and accounts; and prepare relevant Administrative Office of Pennsylvania Courts (AOPC) reports.
DISTINGUISHING FEATURES OF THE CLASS
This position reviews deeds, orphan support, adoption papers, and related legal documents for proper legal form and authenticity. The work is performed under the general supervision of the Clerk of the Orphans Court, an elected official, in accordance with controlling legislation and court cases.
JOB FUNCTIONS
1. Aid attorneys with inquiries and indexes, files and keeps secure all Adoptions, Guardianships and Incapacitated persons. Advise attorneys on proper procedure for filing adoptions and other matters relating to Orphans’ Court. Index all filings and ensure each file is identified as private or public and filed in appropriate file. 2. Work with Children & Youth Services when goals change from reunification to adoption of the child. 3. Review incoming Guardianship reports, previewing as per local rules from the judicial district. Notify guardians of overdue reports; and at 30 days overdue notify the court so they can determine if contempt hearing is required. 4. Compile, verify and complete all monthly end state reports and year end reports. 5. Compile, verify and complete all report/files to be presented to Superior Court upon direction from the Judge. 6. Assist office staff with Recorder of Deeds and Register of Wills when needed. 7. Record daily transactions whether received in person, via mail or electronically. Check for adherence to all legal requirements, time stamp documents, if necessary, compute and collect Realty Transfer Tax, and collect statutory fees. 8. Aid the public with land searches; search through the chain of title to help verify ownership, lot dimensions, right of ways, subdivision plans, maps, etc. 9. Prepare the daily bank deposits. (This rotates monthly) 10. Assists attorneys and others in the searches and other office procedures. 11. Satisfy Mortgages, Corrective Deeds Amendments and Subordinations by recording, scanning and indexing to ensure that the information gets processed. 12. Compile and generate weekly reports and send to the newspaper. 13. Interact with other offices when needed. Assist Assessment office and Mapping with regards to deed changes and handle recording involving tax assessment such as “clean and green” or recording maps. 14. Process marriage licenses by filling out the license application, collecting the fees, administering the oath, preparing and issuing the license, recording the license and completing the state report. Process marriage license returns to record the actual marriage date, location and officiant. Distribute the certified copy to the proper individuals, in the absence of the Chief Deputy of the Orphans Court or if they are unable and the time to assist. 15. Backup other office employees by cross training and assisting with their activities. 16. Performs all other related duties as assigned
PHYSICAL AND MENTAL REQUIREMENTS
Must have the ability to record, convey, and present information, explain procedures, and follow instructions; Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties; Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties; Sedentary work with occasional lifting, 15-20 pounds; Must be able to pay close attention to detail and concentrate on work.
REQUIRED
KNOWLEDGE, SKILLS and
ABILITIES
Good knowledge of the legal requirements and procedures concerning adoptions and guardianships; typing skills, ability to review documents and instruments submitted and determine their authenticity and proper legal form; ability to work effectively with incapacitated individuals, attorneys and the general public. TRAINING
Considerable clerical experience in the legal field, some of which shall have been supervisory. Completion of a high school diploma or GED, or any equivalent combination of experience and training which provides the required knowledges, skills and abilities
