Job Description
Clerk of the Works III City of Stamford Washington, CT JOB Under the general direction of the Director of Operations or designee, This position is responsible for managing construction projects. Serves as the project manager and primary liaison between the City of Stamford and contractors ensuring all contract terms are fulfilled. Responsibilities include conducting on-site inspections, monitoring work progress, managing construction schedule and submitting required reports. Oversees project costs, prepares cost estimates, and ensures projects stay within budget. Monitors project progress, identifies and resolves issues and facilitate clear communication throughout the project lifecycle. Ensures compliance with safety regulations and building codes. May be required to attend and present at various boards.
EXAMPLE OF DUTIES
Performs related duties as required. Develops a thorough familiarity with the project to be completed including the City requirement, design and contract documents.
Assist in the development of the project scopes and project budget.
Oversees and comments on project’s master calendar Coordinates with City Departments (Operations, Public Safety, Legal, and Purchasing) and represents the City during: Architect, engineer and construction consultant selection processDevelop request for qualificationsDevelop requests for proposalsAssist with Professional services contractsDevelop and communicate design guidelines and contract specifications to ensure contract compliance.
Present monthly updates to city boards, committees, and advisory groups (will require attendance at evening meetings) Represent the City on all design and construction matters unless instructed otherwise.
Maintain continuous communication with the City, contractor and architect.
Conducts regular reviews of schematic design drawings, design development drawings and construction documents, and project estimate.
Observe quality and progress of construction to determine, in general, that it is proceeding in accordance with the contract documents and schedule. Assist the contractor in understanding the intent of the contract documents. Maintains records to include all correspondence concerning the project, contact documents, construction schedule, change orders, project budget, permits, inspection reports, photos, summary of meetings, shop drawings, invoices and any other applicable documentation.
Oversees and coordinates with City to develop timelines and critical path scheduling, including phasing and site logistics to facilitate ongoing school activities. Reviews proposals and assists with selection according to established criteria.
Reviews contracts and agreement documents.
Coordinates with utilities for necessary improvements and rebates.
Oversees pre-construction planning with City design team, contractors and school site.
Oversees on-site construction observations and documents progress. Prepare daily report of project activities to be submitted to City.
Oversees facilitation of building start-up, FF&E, moving, commissioning, and turn-over to facilities.
Oversees coordination of project completion, collection of closeout documents and processing final payments, and permit closeouts. Assist with grant processes with OSCG&R.Works directly with the City, the public, contractors, architects, and engineers in connection with projects.
SUPPLEMENTAL INFORMATION
Graduation from an accredited college or university with a bachelor’s degree in engineering, architecture, construction management or a related field and at least five years of responsible supervisory experience in the construction of large projects, institutional buildings and/or renovations. Other Necessary RequirementsPossession of a Connecticut professional license and/or relevant certification is preferred.
