President/CEO Job Summary This role is responsible for ensuring compliance with all regulatory standards, maintaining accurate and timely documentation, and providing leadership and support to staff to uphold high-quality service delivery for the Home Care Program (HCP). The incumbent will manage and develop HCP personnel, coordinate training and professional development, and implement quality improvement initiatives based on performance data. Additional responsibilities include recruiting and evaluating staff, managing payroll processes, participating in community outreach, and maintaining up-to-date knowledge of home care trends. Strong organizational, communication, and leadership skills are essential.

Essential Duties and Responsibilities:

Oversee the day-to-day operations of the HCP. Develop, implement, and direct comprehensive administrative strategies for the

HCP:

Setting measurable goals, aligning them with organizational objectives, and ensuring that all administrative processes support high-quality patient care. Maintain strict adherence to policies, procedures, state and federal regulatory requirements (e.g., HIPAA), contractual obligations, and accreditation standards. Conduct regular audits to ensure compliance and proactively address any deficiencies or risks identified during reviews. Ensure documentation of services provided is accurate and timely. Manage, direct and instruct HCP staff in performance of their duties to ensure effective utilization of program resources. Provide guidance and assistance to HCP staff in matters relating to the delivery of home care services to ensure quality standards are maintained. Assist with the development, implementation and enforcement of HCP policies, procedures and protocols. Participate in all activities relevant to the delivery of HCP services, including the development of staff qualifications and assignments of program staff; and as needed conduct field visits. Provide leadership in planning for HCP staff education and encourage continuing education and professional development. Monitor and track HCP staff training and professional development to include onboarding, in-service education, and continuing education to ensure continuing education/in-service requirements are met. Collaborate with Human Resources to recruit, hire, orientate, develop, and evaluate HCP staff. Review, reconcile, and approve payroll related information and documents for the HCP to include timesheets, expense reimbursements, and mileage reimbursements. Oversee the implementation and sustainment of the HCP Performance Improvement Plan by analyzing data from performance metrics to identify areas needing enhancement and establish specific, measurable goals for quality improvement initiatives. Work with team members to create actionable plans that address identified gaps in service delivery and client satisfaction. Organize, schedule and facilitate Performance Improvement Committee meetings and maintain meeting minutes. Coordinate the completion of the annual HCP evaluation and maintain all supporting documentation. Organize, schedule and facilitate Infection Control Committee Meetings and maintain meeting minutes, maintaining compliance and monitoring requirements. Complete a semi-annual review of HCP manuals to verify relevance, accuracy and completeness. Maintain working knowledge of HCP trends and issues. Continuously review statistical data to ensure achievement of established program outcomes. Develop and implement targeted outreach initiatives to engage members of the program’s intended community. Build relationships with community service agencies, healthcare providers, local organizations, and other stakeholders to promote awareness of home care services. Provide educational sessions or informational materials tailored to address the specific needs of these groups. Establish and maintain effective working partnerships as needed. Sustain skills and competencies through participation in professional development and career advancement opportunities. Maintain HCP inventory of supplies and records of supply allocation. Complete various audits in conjunction with the

RN Clinical Supervisor:

supervisory visits, care plans and yearly client assessments. Maintain client and staff related spreadsheets for nursing staff. Respond to incoming calls and requests from HCP staff. Plan shifts in Medicaid HHA Exchange (EVV) and process invoices accordingly. Maintain compliance above 80% with EVV per guidelines. Generate various monthly reports and auto recordings. Plan and conduct quarterly HCP staff meetings. Manage client records, ensuring accuracy and completeness. Education Associate’s degree is required. Bachelor’s degree (or higher) is preferred, particularly in fields such as Healthcare Administration, Nursing, or Social Work. Experience Minimum of three (3) years of experience in health services administration or related field is required. Minimum of two (2) years of supervisory experience in home health or related field is required. Experience working within social service frameworks or community-based care is strongly desired. Experience in social work and coordinating care for vulnerable populations is strongly desired. Skills/Competency Requirements Proficiency in computer skills and Microsoft Office. Ability to multi-task, prioritize and organize work. Demonstrated ability and application of client relation skills. Ability to deal effectively with high levels of stress. Ability to establish and maintain effective working relationships. Demonstrated ability in supervising and developing staff members. Able to effectively balance competing priorities, complex situations, and tight deadlines. Excellent written, verbal, and interpersonal communication skills. Must have reliable transportation, automobile insurance, a Florida driver’s license and the ability to travel as needed.
