DESCRIPTION

QUESTIONS
GENERAL

STATEMENT OF JOB

Provides financial and administrative management support for designated County initiatives to include the Opioid Settlement Program, Local Payment Provider Fund and Indigent Burial Program. Supports day-to-day administrative and clerical operations.

EXAMPLES OF WORK
  • Performs various accounting duties to include billing, collection, invoice processing, expenditure management, reconciliation, disbursement, budgeting, and record maintenance for the Opioid Settlement Program and Local Payment Provider Fund.
  • Ensures compliance with Florida Opioid Allocation and Statewide Response Agreement (Settlement Agreement), CORE Network program requirements, and other Opioid Settlement Operating Procedures; responds to requests for information from the State of Florida or Opioid Abatement Taskforce or Council for data or information about programs receiving Opioid Funds; and monitors contracts funded with Opioid Settlement funds.
  • Assists with the development and maintenance of various annual plans and reports.
  • Manages the Indigent Burial Program to include processing documentation, assisting next of kin in completion of paperwork, eligibility determination, invoices, and coordination and contract management with contracted funeral home; maintains records database.
  • Greets customers and the public, addressing inquiries and concerns while providing necessary information and assistance, and efficiently responds to both internal and external requests through various channels, coordinating with other agencies and staff to ensure timely resolution.
  • Prepares and proofreads department records and financial documents, completes a variety of complex administrative duties, conducts research and surveys; participates in special projects.
  • Processes confidential or sensitive documents and correspondence to support executive management in providing timely and informed responses to inquiries.
  • Oversees programs, projects and functions as assigned; coordinates with other departments as required; provides program updates, protocol changes and recommendations to senior leadership.
  • Maintains inventory; orders supplies, office equipment, and other items as required; monitors budgets as assigned.
  • Establishes and maintains cooperative relationships with managing entities, service providers, and contractors.
  • May require travel to Statewide Council on Opioid Abatement meetings, meetings with the managing entity, and other Opioid Settlement meetings.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience:

Associate’s degree or equivalent, supplemented by three (3) years of progressively responsible experience in administrative support, preferably in support of a senior executive manager, or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Experience with Microsoft Word and Excel required. Experience with a state or local government preferred. Licenses and/or

Certifications:

Requires a valid driver license. Florida Notary of Public preferred.

OTHER REQUIREMENTS
Physical Requirements:

Requires the ability to operate modern office equipment, to include computers, copy/fax machines and related peripherals. Must be able to exert 25 to 50 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Requires periodic walking and standing, with occasional bending and stopping. Physical demands are essentially those of sedentary work.

Language Ability:

Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job.

Intelligence:

Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Requires the application of principles of influence systems and synthesis functions.

Numerical Aptitude:

Must be able to add, subtract, multiply and divide; use decimals and calculate percentages; compute discount, profit and loss, ratio and proportion; interpret graphs.

Interpersonal Temperament:

Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact.
