General Description
This is a highly responsible and advanced staff assistant position which includes administrative responsibility in functioning as an aide to a department director and assistant director. This position acts in the capacity of a customer service representative regarding the municipal services provided for by the department. Duties also involve processing invoices, creating purchase orders and creating and assembling budget input for the department. This position reports to the Public Works Director.
Essential Job Functions
Perform duties of a staff assistant including greeting visitors and residents, secure details of specialized information, assist with office research and providing information regarding the services and operation of the unit.
Act in the capacity of a customer service representative regarding services provided to the citizens by the department.
Receive and screen calls and refer callers to other employees or departments within the City.
Process timecards for the Department and complete payroll.
Process payments for various municipal services provided to the residents and local businesses.
Act as a liaison for the City in communications with various utility providers and vendors.
Maintain and track all invoices, purchase orders, receipts, and expenses for the department; provide reports as requested.
Take notes and minutes of conferences, meetings, and functions as required.
Work with Finance to assist with tracking grants and providing the required documents for the life of the grant.
Keep and schedule appointments for the Public Works Director.
Prepare forms and compose letters in preparation forsignature.
Set up and maintain specialized office files to maintain contracts and other files pertinent to Public Works; maintain confidentialfiles.
ResearchandacquiredatafromCitysourcesandassembleinformationforsupervisor’ in the preparation and maintenance of departmentrecords.
Open, prioritize, and processmail.
Work closely with the Finance department to assemble data for the department’s annual budget, working with the departmental staff responsible for budget creation.
Perform related work as required.

Minimum Qualifications, Licenses and Certifications
Must be eighteen years or older; and
Highschool diploma or GED; and
Three (3) years’ experience in a high-volume customer service or administrative role; or
An equivalent combination of education, training, and experience
Knowledge, Skills, and Abilities and Environmental Conditions
Thorough knowledge of business English, grammar spelling and punctuation.
Ability to perform mathematical calculations and tabulations of moderate difficulty, rapidly and accurately.
Thorough knowledge of professional office practices and procedures.
Knowledge of the overall functions and operations of the department to which assigned.
Knowledge of office data research techniques.
Thorough knowledge of MS Outlook, Word and Excel. Familiar with MS Access and PowerPoint with the ability to become proficient with use.
Ability to adapt to all city-wide software as necessary.
Ability to communicate effectively both orally and inwriting.
Ability to establish and maintain effective working relationship with employees, vendors, and the public.
Must have good customer relations skills.
Ability to file and retrieve files including reports, permits, contracts, invoices and memoranda.
Ability to create and utilize an electronic filing system.
Must have excellent time management skills. Must be able to maintain confidentiality.

ESSENTIAL PHYSICAL SKILLS

Acceptable eyesight (with or without corrections)

Ability to communicate both orally and in writing.
Ability to access, input and retrieve information from a computer.

ENVIRONMENTAL CONDITIONS

Work is performed primarily in an office environment with moderate noise levels. The employee in this class is frequently subject to inside environmental conditions which provide protection from weather conditions but not necessarily from temperature changes.
