REQUIREMENTS
1. Must be a minimum of 21 years of age and of good moral character. 2. Possess the ability to make independent decisions when circumstances warrant such action. 3. Possess the ability to deal tactfully with personnel, residents, family members, visitors, government agencies/personnel and the general public. 4. Able to read, write and speak the English language. 5. Knowledgeable of nursing and medical practices and procedures, as well as laws, regulations and guidelines pertaining to nursing home operation. 6. Ability to work harmoniously with and supervise professional and non-professional personnel. 7. Ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies and procedures, etc., that are necessary for providing quality resident care and maintaining a sound operation. 8. Maintain the care and use of supplies, equipment, etc. and the appearance of the facility by regular inspections and appropriate follow-up actions. 9. Must have patience, tact, cheerful disposition and enthusiasm, as well as be willing to handle residents based on whatever maturity level they are currently functioning. 10. Possess the ability to seek out new methods and principles and be willing to incorporate them into existing practices.
WORKING CONDITIONS
: 1. Works in well-lighted / ventilated office areas. 2. Sitting, standing, bending and moving intermittently during working hours. 3. Subject to frequent interruptions. 4. Subject to hostile and emotionally upset residents, family members, etc. 5. Willingness to work beyond normal working hours when necessary. 6. Communicates with the medical staff, nursing personnel, and other department supervisors. 9. Subject to falls, burns from equipment, infectious diseases, odors, etc. throughout the day.
MAJOR DUTIES AND RESPONSIBILITES
1. Assist in establishing and directing the implementation of written policies and procedures that reflect the goals and objectives of the facility. (Includes personnel policies, resident care policies, procedure manuals, job descriptions, etc.). 2. Develop and maintain a good working rapport with inter-department personnel, as well as other departments within the facility, to assure that the department services and activities can be properly maintained to meet the needs of the residents. 3. Assure that all personnel, residents, visitors, and the general public follow established policies and procedures. 4. Interpret the facility’s policies and procedures to personnel, residents, family members, visitors, etc., as directed by the administrator. 5. Review each department’s policies and procedures, manuals, job descriptions, etc. at least annually and participate in making recommended changes. 6. Ensure that resident’s rights are followed to fair and equitable treatment, self-determination, individuality, privacy, property and civil rights, including the right to wage complaints, are well established and maintained at all times. 7. Assist in maintaining a good public relations program that services the best interest of the facility and community alike. 8. Assist in maintaining a working relationship with the medical profession and other health related facilities and organizations through formal working and transfer agreements. 9. Create and maintain an atmosphere of warmth, personal interest, and positive emphasis, as well as a calm environment throughout the facility. 10. Assist in recruiting, selecting and training competent department supervisors and other auxiliary personnel. 11. Assist in the development of and participate in programs designed for in-service education, on-the-job training, and orientation classes for newly assigned personnel. (Includes maintaining appropriate record keeping requirements of when classes were held, subject matter, attendance, etc.). 12. Receive advice from department supervisors concerning the operation of their departments, and other related areas, to assist in eliminating / correcting problem areas, and/or improvement of services. 13. Assist in reviewing and checking competence of work force and recommend adjustments / corrections as required or that may become necessary. 14. Review and interpret monthly financial statements and provide such information to the administrator. 15. Assist in the establishment and maintenance of an adequate accounting system that reflects the operating cost of the facility. 16. Keep abreast of the economic condition / situation and make adjustments as directed to assure the continued ability to provide quality resident care. 17. Assist Administrator in preparing quarterly operating budgets for approval by the home office and assist in allocating the resources to carry out programs and activities of the facility. 18. Assure that adequate financial records and cost reports are submitted to authorized government agencies as directed. 19. Represent the facility at and participate in top level meetings as required by the administrator. 20. Represent the facility in dealings with outside agencies, including governmental agencies and third-party payers as directed by the administrator. 21. Delegate authority, responsibility and accountability to responsible persons. 22. Attend and participate in workshops, seminars, etc., to keep abreast of current changes in the health care field, as well as to maintain a professional status. 23. Authorize the purchase of major equipment / supplies as approved by the administrator. 24. Make written and oral reports / recommendations to the administrator concerning the operation of the facility. 25. Assure that the facility is maintained in a clean and safe manner for resident comfort and convenience by assuring that necessary equipment and supplies are maintained to perform such duties / services. 26. Assist in standardizing the methods in which work will be accomplished. 27. Maintain an adequate liaison with families and residents. 28. In the absence of the administrator, assume the authority, responsibility and accountability of directing the facility’s operation. 29. Meet with medical and nursing staff, as well as other related departments, in planning department services, programs and activities. 30. Assist in developing, implementing and coordinating department policies and procedures, resident care plans, nursing procedures, resident care plans, nursing procedure manuals, job descriptions, etc. 31. Participate in discharge planning, development and implementation of resident care plans, resident assessments, etc. 32. Perform administrative requirements such as completing necessary forms, reports, etc., and submitting to the administrator as required. 33. Assist in providing information to resident / families as to Medicare / Medicaid, or other financial assistance programs available to the patient, or refer to appropriate social service department or agency. 34. Assist in determining departmental staffing, evaluate employee performance, and make recommendations to the administrator concerning wage and salary adjustments, hiring, terminations, transfers, etc. 35. Participate and assist in departmental studies and projects as assigned or that may become necessary. 36. Assist in maintaining

of all pertinent patient care information to assure patient rights are protected. 37. Inspect the facility for compliance with current applicable regulations at least monthly or as directed. 38. Serve on various committees of the facility as required by existing regulations and as appointed by the administrator. 39. Assist in evaluating and implementing recommendations from the facility’s committees, e.g., Utilization Review, Pharmacy, Infection Control, Safety, etc. 40. Work with the facility’s consultants as necessary and implement recommended changes as required. 41. Assist in setting standards for the facility’s personnel. 42. Review complaints and grievances and make necessary oral / written reports to the administrator. 43. Assure that the total needs of residents are met by assuring that sufficient number of professional and non-professional personnel are on duty at all times. 44. Assist in scheduling department working hours, personnel, work assignments, etc., to maintain quality resident care. 45.
