THE POSITION

This position gives you the opportunity to manage the project and product delivery team by providing executive oversight of vendor(s) to ensure that Lottery products are delivered on time, within budget, and at the required level of functionality and quality. DESCRIPTION OF WORK
As a Director of Product Delivery, your primary focus will be ensuring delivered products meet Lottery’s needs through product, project, vendor, and escalation management. You will be responsible for overseeing projects from start to finish by coordinating efforts of IT, Lottery, other stakeholders, and vendors in order to align project/product execution with strategic vision. You will have the opportunity to act as the “gatekeeper” on select Lottery vendor contracts ensuring the proper utilization while addressing issues and concerns. Work involves tracking project schedules, identifying risks and issues, as well as developing mitigation plans. This includes planning, scheduling, risk management, resource allocation, and communication with stakeholders.
Additional responsibilities include:
Acting as subject matter expert in utilization of lean methodologies to optimize workflow and apply lean principles
Providing operational insight to the legal team as new policies, regulations, suggested laws, or proposed changes to legislation arise
Overseeing User Acceptance Testing (UAT) efforts and ensuring deliverables meet acceptance criteria prior to implementation into production
Working with Lottery users to ensure functionality of hardware and software
Identifying and measuring contract Service Level Agreements infractions, liquidated damages, and other contractual obligations

Work Schedule and Additional Information:
Full-time employment
Work hours are 8:00 AM to 4:30 PM, with a 60-minute lunch, OR 8:00 AM to 4:00 PM, with a 30-minute lunch, Monday – Friday
Telework:
You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Middletown.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS
Minimum Experience and Training Requirements:
One year as an Administrative Officer 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Eight years of experience in progressively responsible and varied management or staff work, including personnel management, fiscal management, budgeting, or procurement; and such training as may have been gained through graduation from a four year college or university; or
Any equivalent combination of experience and training.
Additional Requirements:
You must abide by the prohibition guidelines and refrain from gambling in Pennsylvania casinos, or any casino outside of Pennsylvania with the same owners.
You must possess at least 3 years of experience in Project Management and Software Testing.
You must be able to perform essential job functions. Preferred Qualifications (not required): Possession of a Project Management Professional (PMP) Certification Product management experience
