This opportunity is for a Clerk 3 to perform clerical and fiscal work involving the completion of financial formularies to determine consumers’ liability, financial updates, consumer registrations, and other departmental related tasks. This position is responsible for all information gathered from consumers regarding financial information, insurance coverage, Releases of Information, and information to be entered into the EMR (Electronic Medical Records) computer system. DESCRIPTION OF WORK

In this Clerk 3 position, the incumbent will work independently in the coordination of the registration process for individuals who are in need of Behavioral Health services in Bedford and Somerset counties. Work involves coordinating the referral process for individuals to obtain needed service from the appropriate or chosen provider, communicating effectively with the individuals to coordinate referrals for service needs, as well as working with individuals to obtain and verify demographic and financial information. This position is also responsible for obtaining financial information from individuals; copying any insurance information, income, and any expenses allowed by financial regulations; and explaining the financial responsibility the individual may have, if any, for needed services they receive.

Additional responsibilities include:

Completing individual liability redeterminations
Reviewing tax forms, wage statements, income tax forms, pension/benefit statements, health insurance premiums, medical expenses, real estate taxes, childcare expenses, and other financial data in order to calculate financial liability according to the state formulary
Contacting insurance companies and reviewing insurance authorizations
Explaining the liability formula and applicable regulations to individuals and family members
Consulting with other DBHS staff as requested in regard to financial liability regulations and requirements
Determining financial liability through calculation of individual household income provided and deductions allowable by state guidelines
Staying up-to-date on insurance changes
Coordinating with the Finance department staff, individuals, and providers regarding Individual Abatements
Maintaining and ensuring updated and accurate individual demographic information within the Agency’s EHR (Electronic Health Records) computer system
Providing assistance to the Finance Department in the process of addressing Delinquent Individual Liability Accounts for Somerset individuals
Maintaining a petty cash fund
Assisting staff in maintaining vehicle logs in departmental vehicles
Providing primary backup coverage to the Administrative Assistant for dispersing office supplies and credit cards
Assisting with front desk receptionist coverage

Work Schedule and Additional Information:

Full-time employment
Work hours are 8:00 AM to 4:00 PM, Monday – Friday, with 30-minute lunch.
On occasion, staff may need to work hours outside of the set work week to complete projects, meet work demands, or in the event of an emergency.
This position reports to the DBHS Office for work. Upon hire, new staff begin training and are on probation for 6 months. staff may be eligible for a hybrid of on-site and remote work after 6-months of employment.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS
Minimum Experience and Training Requirements:

Six months as a Clerk 2, and education development to the level of high school; or
One year of progressively complex clerical experience and completion of high school; or
Six months of moderately complex clerical experience and completion of a post high school business curriculum; or
Any equivalent experience and/or training which provided the required knowledges and abilities.

You must pass a background investigation.
This position falls under the provisions of the Older Adult Protective Services Act.
