Duties Conducts, coordinates, and supervises stormwater compliance inspections, investigations, and enforcement activities Maintains accurate, clear, and concise records for the National Pollutant Discharge Elimination System (NPDES) database and monitors and coordinates compliance activities that are being performed by other departments/divisions through regular monitoring of projects, policies, and procedures related to management, operation, and maintenance of the City’s municipal separate stormwater system (MS4) Develops, implements, evaluates, and annually reports on the City’s National Pollutant Discharge Elimination System (NPDES) Small Municipal Separate Sewer System (SMS4) Permit Assist with the preparation of plans and specifications for projects to be put out to bid; estimates materials and quantities; prepares specifications; advertises bids; assembles book Provides technical assistance regarding local, state, and federal stormwater regulations to citizens, consultants, contractors, developers, staff, and other departments; resolves problems in the most cost effective manner Reviews Developer’s, Consultant and Engineers’ stormwater plans submitted for City approval; check design standards and ensures project meets all applicable federal, state, and local requirements; resolve problems Assists with solutions regarding stormwater infrastructure problems Works with various agencies and professional organizations; attends meetings as needed Assists with the preparation of annual operating and capital budget recommendations; monitors expenditures to ensure compliance with budget Performs field work, surveys and site inspections; directs and reviews engineering work in the construction, maintenance and repair of municipal Storm Water Drainage System Reviews permits for compliance with sediment, stormwater, and erosion control and flood damage prevention ordinance and state laws Collects regulatory samples and analyzes data for compliance and special projects Prepares reports, papers, and other documents appropriate to the department; maintains and updates records and manuals Performs field inspections of projects and witnesses tests, etc. in absence of construction inspectors Minimum Qualifications Bachelor’s degree in Biology, Environmental Engineering, Earth Science or related field from an accredited college or university Two to three years related experience or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities Knowledge of stormwater management methods and materials, and

permit requirements Valid state driver’s license and a satisfactory motor vehicle record Certified Erosion Prevention & Sediment Control Inspector (CEPSCI) certification is required Certified Stormwater Plan Review (CSPR) certification is required Certified Facility Manager (CFM) preferred but not required
