No . Purpose of Job The purpose of this job is to perform supervisory/administrative/technical and manual functions associated with collection and analysis of consumption data, customer billings, and maintenance of customer portal associated with the Advanced Metering Infrastructure (AMI) components which includes: AMI meter reads, data transfers, daily exception leak reports, possible back flow events, and customer notification, etc,. Duties and responsibilities include, but are not limited to: supervising and participating in the maintenance and troubleshooting of Sungard and AMI/Neptune Software. Responds to complaints concerning water leaks, high bills, historical consumption data and customer portal inquiries, managing customer data files, supervising assigned staff and performing additional tasks as assigned.

Minimum Training & Experience Required to Perform Essential Job Functions Associates Degree in accounting, business, computer science, statistics or related discipline with three (3) years billing/accounts receivable, data management, computer operations, statistics or related experience required, or any combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job. Valid Driver’s License required. One year of supervisory experience or supervisory equivalency required. Two (2) years of experience involving AMI water system or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position preferred. Customer Service experience preferred. Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Supervises and evaluates assigned staff, assigns work, and addresses employee concerns. Manages the transfer of meter reading data from the AMI System to the billing system. Oversees all meter change-outs and updates billing records to maintain accuracy. Processes leak adjustments and manages reports of abnormal water usage. Acts as the Water Business Office’s liaison for AMI troubleshooting, maintenance, and upgrades. Collects, analyzes, and maintains water usage data for operational planning and system evaluation. Responds to customer concerns regarding billing, water usage, leaks, pressure issues, and AMI portal access. Ensures the accuracy and integrity of customer accounts, meter identification, and billing continuity. Supports the development of AMI-based conservation programs and water loss detection protocols. Maintains accurate daily activity records, prepares reports, and participates in system upgrades and quality control initiatives. Performs other related duties as required. Knowledge, Skills and Abilities Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department. Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities. Knowledge of AMI Billing System operations and customer portals. Analytical ability to evaluate AMI System operations. Knowledge and skills associated with all office and field functions in the operations of the AMI system. Knowledge of Athens-Clarke County policies and procedures pertaining to maintenance of AMI software, interconnectivity and interface with the HTE Billing software, Customer Portal for trouble shooting and data transfers. Knowledge and skill to operate a vehicle, two-way radio, etc. Skill in use of desktop computer, laptop, smart phone, tablet, etc. and ability to learn new software. Ability to develop and administer policies, procedures, plans activities that relate to the AMI System and monitor performance of same against established goals. Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency. Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Unified Government of Athens-Clarke County as they relate to the Public Utilities Department. Ability to assemble, collect and analysis information and formulate written reports and documents in a concise, clear and effective manner. Ability to use independent judgment and discretion in managing billing data including the handling of emergency situations, analysis of consumption trends, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. Ability to comprehend, interpret and apply regulations, procedures, and related information. Ability to perform required complex data analysis and complex mathematical calculations. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS PHYSICAL REQUIREMENTS
