THE STARTING SALARY FOR THIS POSITION IS LIMITED TO
$58,613 – $91,583. Salary offers for the selected candidate are based on the candidate’s education and experience related to the position, as well as our agency budget and equity.

The North Carolina Department of Justice, led by the Attorney General of North Carolina, represents the state, state agencies, and elected officials, and defends the rights of the people of North Carolina. The Department handles all state criminal appeals cases and assists district attorneys with complex criminal cases at their request. Additionally, the Department of Justice includes the North Carolina State Crime Lab, the North Carolina Justice Academy, and the Sheriffs’ and Criminal Justice Education and Training Standards Divisions. The North Carolina Department of Justice is seeking an experienced Victim Services Manager to oversee key initiatives focused on victim safety and support, including the Address Confidentiality Program (ACP) and the Lethality Assessment Protocol (LAP). This position will ensure the successful implementation and ongoing management of critical NC DOJ operated programs for victims and survivors. The Victim Services Manager will collaborate with state and local agencies, law enforcement, community organizations, and other stakeholders to enhance victim safety in North Carolina.
Key Responsibilities:
Lethality Assessment Protocol (LAP)
Coordination:
Oversee the implementation of the Lethality Assessment Protocol statewide, a critical tool designed to assess the risk of lethality for victims of intimate partner violence.
Collaborate with law enforcement and victim service providers to ensure proper use of the LAP. Assist in the creation of best practices, protocols, and training.
Lead efforts to evaluate the effectiveness of the LAP.
Address Confidentiality Program (ACP)
Oversight:
Manage staff for the statewide Address Confidentiality Program, which assists victims of domestic violence, sexual assault, human trafficking, and stalking by providing a confidential substitute address for those in danger of having their physical location exposed.
Educate and train professionals in the use of the ACP to protect victims’ confidentiality and enhance their safety.
Monitor and track ACP program outcomes, ensuring compliance with applicable laws and regulations.
Policy Development and Strategy:
Serve as a key policy strategist for issues related to domestic violence, sexual assault, stalking, and human trafficking, shaping the Department’s approach to supporting victims.
Develop and implement statewide initiatives aimed at improving victim services and preventing violence.
Collaborate with stakeholders to improve domestic violence and sexual assault prevention and response.
Assist in the creation of best practices, protocols, and training to ensure consistency and quality of services provided to victims.
Grant management and reporting may be required.
Stakeholder Collaboration:
Foster strong relationships with local and state agencies, law enforcement, and nonprofit organizations to ensure that victims have access to critical resources and support services.
Represent the NC DOJ at public forums, conferences, and with community stakeholders to raise awareness about the Department’s efforts in victim advocacy and protection.
Together with constituent services staff, advise on and respond to inquiries from victims and refer to appropriate local resources.
Supervisory Duties:
Supervise a team, providing guidance, training, and support to ensure that all staff are equipped to meet programmatic needs. Evaluate the performance of team members and implement strategies to enhance team effectiveness.
Knowledge, Skills and Abilities / Competencies
Ability to develop written documents and reports and cater information to the sophistication of the audience
Ability to supervise staff and make changes to workload distribution as necessary
Ability to manage issues of varying complexity
Minimum Education and Experience Requirements
Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role, or an equivalent combination of education and experience.
Management preferences: Demonstrated experience in managing programs focused on domestic violence, sexual assault, or similar issues. Exceptional communication skills, including the ability to speak publicly, write reports, and collaborate effectively with a wide range of stakeholders.
