The position will assist the Finance Manager with coordination between the Council Office and Metro departments with information gathering, as well as, routine accounts payable and payroll responsibilities. Employees in the Metropolitan Council Office work diligently to provide excellent service for members of the Council, as well as members of the public. We are looking for a highly engaged and motivated individual who possesses an attention to detail to join our team. •Resume must accompany application•

EXAMPLE OF DUTIES

Perform fiscal administrative work for the Council Office.

Provide direct support for the Finance Manager.

Prepare fiscal notes and analysis for Council legislation and provide in-depth fiscal and administrative support related to the adoption of the Annual Operating Budget and the Capital Improvement Budget. Track and analyze financial performance of the departments.

Research and resolve financial and program-related questions and/or problems.

Prepare monthly Budget Accountability Reports.

Assist in preparation of the annual operational budget for the Council Office.

Perform routine professional accounting duties associated with year-end close.

Assist with internal purchasing processes and approvals. Prepare Performance Management metric reports.

Attend all regular meetings of Metro Council, Budget & Finance Committee, departmental budget hearings, and other meetings to provide support as needed. Assist with preparation of all Council committee reports and agendas. Process payroll for the Council and Council Office.

Carries out special projects as needed.

Coordinates and performs finance-related functions with agencies inside and outside the Metropolitan Government.

May conduct presentations, seminars, or workshops.

Provide authoritative information and analysis related to finance and administration for employees and management.

Assist with management and execution of policies needed for finance and administration.

Prepare financial graphs and reports.

Research, analyze, interpret fiscal information to produce fiscal reports and support legislation.

Study and verify accuracy of financial information.

Address routine inquiries regarding professional finance-related issues.

Analyze and evaluate proposed legislation and organizational fiscal procedures and practices.

SUPPLEMENTAL INFORMATION

Master’s degree in a financial related field may substitute for professional-level work experience. Ability to analyze information and draw accurate conclusions.

Ability to communicate effectively, both orally and in writing, including the ability to prepare clear and cogent letters, emails, and reports.

Knowledge of governmental finance and administrative practices and procedures.

Knowledge of federal, state, and local laws, regulations, standards, and internal policies governing finance and administration.

Experience in Oracle Financial System R12 or other Financial Systems and DatabasesGeneral knowledge of budgeting, purchasing, and payroll systems.

Proficient with Microsoft Office 365 products, such as Excel, SharePoint, Word, Outlook and WebEx.

Ability to handle multiple tasks, projects, competing priorities, and tight deadlines simultaneously while maintaining quality.

General research skills.

Ability to maintain accurate and well-organized records.

Experience managing projects from start to finish.

Ability to coordinate and work within a team environment as well as independently.

Ability to communicate projects and programs effectively, both orally and in writing. Ability to work effectively with the general public.

Bilingual language skills.
