Summary Objective
The purpose of this position is to implement, monitor and keep records to ensure that all business, multi-family and single-family domestic and irrigation water service and fire suppression systems connections are compliant with the City’s Backflow and Cross-Connection Control Ordinance. Performs periodic inspection, testing and repair of backflow prevention devices on residential water service connections.
Work is performed under the general direction of the Environmental Compliance Superintendent and is reviewed through conferences, reports, observations and other results achieved.
Essential Functions
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Maintains complete backflow/cross connection control program for the City. Performs necessary analysis and evaluation on backflow preventer assemblies. Guides, reviews, verifies, and observes the work of subordinates and contractors with testing, recertification and/or repairs.
Inspects properties and businesses for possible violations.
Creates work orders, hangs door grams and delivers letters on delinquent accounts and discontinues/interrupts water service if/when necessary.
Ensures the 5-year maintenance test on single detector check valves on fire system is in compliant
Monitors inventory for backflow repair kits and ensures adequate stock.
Represents the City as required, either in person, by telephone, or via mail in matters related to the Cross-Connection Control Program. Communicates policies, procedures and requirements that are applicable to Cross Connection Control to public and private customers.
Communicates with City technicians regarding backflow preventer issues.
Enters backflow test data for devices owned by the City of Deerfield Beach that are tested by Licensed City Staff.
Reviews daily activity sheet for subordinates and coordinates their schedules.
Conducts mid-year and annual performance evaluation of subordinates.
Prepares correspondence to consumers requesting abatement and follow-up, and ensures compliance with local, state and federal rules, regulations and codes; tracks requests, performs related follow-up tasks and maintains files.
Maintains accurate records of installation and testing of all backflow devices within the City of Deerfield Beach water system; writes reports of violations, citing authority in state code and/or city code; completes annual re-inspections and reviews annual test reports of backflow devices in service.
Prepares the Cross-Connection Control Program Annual Report

Typical Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
High School Graduation or GED equivalent.
Three (3) year of backflow testing, repair or related experience or an equivalent combination of education, training and experience.
Must possess and maintain a valid state driver’s license with good/clean driving history.
Backflow Testing, Backflow Repair, and Backflow Survey Licenses.
Water Distribution License Level III or must obtain within six months after date of hire.

Practices, principles, and techniques of cross connections.
Procedures for inspection, installation, cleaning, repairing, removing, testing and certifying backflow prevention devices. Knowledge of backflow makes and models and hand tools.
Skill in backflow testing, repair, survey and computers. Interpret, apply, and enforce pertinent rules and regulations.
Read and interpret blueprints, plans, and specifications.
Pertinent safety principles and practices including working in confined spaces.
Pertinent federal, state, and local laws, codes, and regulations including City ordinances that pertain to water quality and county, state and federal water quality
standards and regulations. Ability to deal tactfully with contractors and residents and to work outdoors in all types of weather.
Supervisory principles and practices, including work planning, assignment, review and evaluation.
Techniques for training staff in work procedures.
