The Governance & Control Specialist II (Commercial Banking) is an individual contributor role responsible for ensuring the accuracy, integrity, and governance of data across an assigned Business Line. This role plays a key part in ensuring all stakeholders are continuing to adhere to enterprise data management standards and policies, maintaining data quality standards, supporting regulatory and compliance requirements, and overseeing effective resolution of data-related issues. The ideal candidate will have experience in data management, governance frameworks, and cross-functional collaboration. This role will support the Commercial activities within the Chief Operating Officer group. It oversees Identification, definition, and management of Critical/Business Data Elements (CDEs/BDEs) within assigned business area. This is a Fully Remote career position.

Monday-Friday 8:00am to 5:00pm

Depth & Scope:

+ Retains knowledge of industry and practices, including any relevant accreditation and/or testing (internal and external), as required + Partners closely with Technology and other SMEs to drive the successful implementation of the LOB’s Data Strategy for low to medium complexity data environments / initiatives + Responsible for supporting the delivery of activities within the LOB Data Strategy + Highly seasoned professional role requiring substantial knowledge / expertise in a complex field and knowledge of broader related areas + Integrates knowledge of the enterprise sub-function’s or business line’s overarching strategy in developing solutions across multiple functions or operations + Interprets internal / external business challenges and the industry environment, recommends course of action and best practices to improve products, processes or services + Acts as a technical expert / lead integrating cross-function understanding within their own field of specialty; may manage team(s) of related specialists + Leads cross-functional teams or projects with significant resource requirements, risk and / or complexity + Independently manages end-to-end functional programs + Solves or may lead others to solve complex problems; leads efforts or partners with others to develop new solutions + Uses sophisticated analytical thought to exercise judgement and identify solutions + Impacts the achievement of sub-function or business line objectives within the area they are accountable for + Work is guided by policies and industry standards/methods + Communicates difficult concepts; converts information to compelling business context and advice; influences and gains alignment across increasingly senior stakeholders + Works autonomously as the lead and guides others within area of expertise + Identifies, measures and monitors current and emerging data related risks in day-to-day activities, operations, products and services within the Business, to ensure activities are within TD’s Risk Appetite and policies + Governs and provides oversight of data under their stewardship, acting as a focal point for data governance within the Line of Business + Ensures their Line of Business (LOB) adheres to data related policies, standards and meets requirements set out by the Enterprise Data and Information Management Policy and Standards + Designs, implements, and maintains LOB-specific processes, templates, and appropriate mitigating controls, to support enterprise data policy and standards and ensure effective management and control of LOB data + Ensures data-related activities are compliant with applicable laws and regulations + Provides 1st line oversight and challenge of LOB data management activities, including metadata and data quality management, data retention and disposition within BAU processes, projects, programs and change initiatives + Escalates data risks and issues and provide advice and support to business owners in development and implementation of action plans for issue resolution + Works in partnership with control partners (i.e., Technology Risk Management, Legal, Privacy, Office of the Chief Data Officer (OCDO), LOB First Line of Defense partners, etc.) to protect the Bank’s data assets + Delivers training, tools, and advice to support the governance and oversight of data + Supports and helps define the Line of Business data strategy + Promotes a strong data risk management culture

Education & Experience:

+ Undergraduate degree or technical certificate + 7+ years relevant experience + Advanced knowledge of data governance/data management practices, enterprise data policy, standards &strategy + Advanced knowledge of M&A due diligence process, LOB data strategy, data risk management, and data life cycle management + Knowledge of current and emerging competitor and market trends + Skill in using analytical software tools, data analysis methods and reporting techniques + Skill in mentoring/coaching others + Skill in using computer applications including MS Office + Ability to communicate effectively in both oral and written form + Ability to work collaboratively and build relationships + Ability to work successfully as a member of a team and independently + Ability to exercise sound judgement in making decisions + Ability to analyze, organize and prioritize work while meeting multiple deadlines + Ability to handle confidential information with discretion + Ability to contribute to strategic direction of the function and provide advice to senior leadership

Preferred Experience:

+ Experience with maintaining and enforcing data governance policies, standards, and procedures. + Experience Monitoring, communicating, and overseeing data quality, ensuring compliance with internal and external regulatory requirements. + Experience ensuring the effective challenges of working with root cause analysis and remediation planning in the remediation of data discrepancies.

Data Management & Oversight + Experience working with data inventory processes, providing oversight of metadata and lineage changes, and ownership documentation. Ensuring data retention, disposal, and classification policies are applied correctly. Experience with partnering with Data Issue Management (DIM) and IDM to support data-related initiatives. + Experience assessing data risks within business processes and recommend mitigation strategies. + Experience acting as a liaison between business and IT teams, ensuring data governance alignment with operational needs. + Able to work closely with The Line of Business, other control partners, and data management colleagues to improve data governance practices. + Able to provide guidance and training to data consumers and business users on data governance best practices.
