NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
Non-Competitive Minimum QualificationsOne year of experience where most work time is spent performing mathematical operations, and/or clerical activities related to mathematical operations.
Competitive Minimum QualificationsPermanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-07 or higher and otherwise eligible for transfer under Civil Service Law.

DUTIES DESCRIPTION
The Office Assistant 2 Calculations (OA 2 Calculations) duties in Bureau of Fiscal Management will include but are not limited to the following: The OA 2 Calculations, is in a non-supervisory position within the revenue unit of the Fiscal Management Office, Department of State. The OA 2 Calculations performs mathematical operations, and/or clerical activities essential to the receiving and reconciliation of various financial documents provided by program areas within the Department of State. Calculations activities may include, but are not limited to, using calculators, creating or editing spreadsheets, and using other calculations-related devices or programs. The OA 2 Calculations performs various clerical duties such as, but not limited to, responding to information requests from department staff, review, timestamping and filing of forms as well as route office correspondence. The OA 2 Calculations gathers and prepares revenue-related data for publication and communicates data to outside agencies such as the Business Service Center.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
NOTE ON TELECOMMUTING
The Department of State employees may be approved for a maximum of 50% telecommuting, however, they are required to apply and obtain approval through management in accordance with The Department of State Telecommuting Program Guidelines.
