Job Description
SUMMARY:
Supervises the daily operations in directing the Brush and Arborist Branch for the Public Works Department. This person is responsible for the operation and maintenance of the Brush/Sanitation and Arborist Divisions, including residential brush and curbside large debris collection and hazardous tree assessments.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Supervises the daily activities involved in residential brush and curbside large debris collection and the arborist division, including occasional operation of heavy equipment to remove brush and debris from the sides of street and dispose of it
- Develops goals and work plans for the branch; Plans and executes project schedules
- Assists in preparing division budget request including heavy equipment needs and costs; monitors the division budget; acquires material, supplies, and equipment in compliance with municipal purchasing practices
- Directly involved in the purchasing and recordkeeping for the division.
- Assigns workers for daily tasks, rides among various routes
- and observes brush and arborist crews at work to ensure quality and safe work performance
- Oversees the performance of hazardous tree assessments
- which entails evaluation of the condition of the tree, making recommendations for their care, providing services needed such as pruning, fertilization, and insect and disease control, and proper removal of hazardous trees using the safest methods for life and property of the City of Tupelo and citizens
- Works together with Department personnel and representatives of other organizations in developing plans, projects, and programs in order to improve City functions and quality of life for its citizens
- Investigates and resolves complaints and responds to citizen’s questions regarding policies and practices; drives to residences to investigate complaints; discusses citizen complaints on the phone or in person
- Rides over brush routes to determine amount of discarded furniture, appliances, brush and small debris to be collected in determining how to assign personnel. Schedules and makes crew assignments.
- Observes division crews in the field to check for thoroughness, cleanliness and proper conduct and safe use of equipment and procedures.
- General knowledge of the operational and maintenance requirements of motorized equipment used by the brush and arborist division.
- Substitutes as equipment operator as required by absences
- Thorough knowledge of street locations and the geographic layout of the Town
- Maintains work records of time worked for employees supervised and prepares reports.
- May serve as a representative of this Department in various local and state meetings and workshops
- Participates in all Brush/Sanitation and Arborist Division operations as necessary.
- Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES
- Carries out all supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include

- Evaluating employee performance
- Rewarding and disciplining employees
- Addressing complaints and resolving problems;
- Ability to understand a budget and to track budget expenditures
- Ability to operate heavy equipment and arborist small equipment
- Ability to complete records on operations
- Supervises 5 or more employees in the Brush/Sanitation and Arborist Division
- Responsible for overall direction, coordination, and evaluation of the division.

EDUCATIONAL AND/OR EXPERIENCE
- Graduation from high school or acceptable equivalent (i.e. GED) is required
- Technical training and certification and/or college is preferred
- Must possess considerable experience in brush/debris removal and arborist skills preferred
- Experience in project management to include budgeting and planning preferred
- A combination of education and experience will be considered on an equal basis.

- Computer related skills as related to development of simple spreadsheets and databases are desirable.

CERTIFICATIONS, LICENSES, AND REGISTRATIONS
- Must maintain a valid commercial operator’s license
- Applicant must have a valid social security number. Non-US Citizens must have all appropriate visas and documentation.
