Resource Conservation Specialist I Pitt County Government – 3.5 Greenville, NC Job Details Full-time $46,933 – $74,175 a year 1 day ago Qualifications Driver’s License Soil conservation 1 year Entry level Full Job Description JOB The Resource Conservation Specialist I assists Pitt County Soil and Water Conservation District staff in executing a coordinated soil and water conservation program. Specifically, the employee will provide knowledge and support to enhance Pitt Soil and Water Conservation District’s technical and administrative capabilities to deliver programs promoting and implementing best management practices to address agricultural, rural, and urban conservation resource concerns. In addition, the position is responsible for explaining policies and activities of the Pitt Soil and Water Conservation District to current and potential program participants, organizing monthly district meetings, coordinating and implementing conservation education programs, and administering grant programs along with associated field work and performing various administrative tasks for District supervisors and staff. Reports to Assistant County Manager for Environment and Recreation/Soil and Water Conservation Director.
EXAMPLE OF DUTIES
Assist in managing the county’s ongoing debris removal efforts, including field assessments, contract management, and solicitation of supplemental funding while adhering to State and Federal regulations.
Make initial contacts with landowners and farmers to advise of requirements for agricultural operations in the Neuse and Tar-Pamlico River Basins, options for complying with program requirements, and opportunities available to assist in the installation of appropriate practices.
Collect information necessary to develop the individual conservation farm plans in accordance with local, state, and federal rules and policy, using standards and specifications of USDA Natural Resources Conservation Service or those adopted by the Soil and Water Conservation Commission. Plans to be developed will include practices such as nutrient management, water control structures, riparian buffers, field borders, filter strips, and animal waste management. Incorporate existing and new assistance programs in planning for best management practice implementation. Assistance programs include the NC Agriculture Cost Share Program (ASCP), Agricultural Water Resources Assistance Program (AgWRAP), and Community Conservation Assistance Program (CCAP). In addition, acquire and administer special grant funding to address resource concerns and support various program efforts.
Prepare necessary records and reports on work accomplished and maintain field records and case files as required. Participate in the development of operations plan, work plans, long-range plans, and workload analyses.
Attend training, as offered, to become better equipped to serve clients. Acquire the necessary training to become a Certified Nutrient Management Planner. Acquire Job Approval Authority from Soil and Water Conservation Commission. Each of these certifications is maintained through continuing education credits through Division of Soil and Water Conservation.
Process requests for various maps and soil surveys; receive telephone calls and greet visitors with inquiries, dispensing information or assisting as appropriate. Develop and implement a diverse education program with emphasis on conservation, waste application, soil health, water quality, wildlife and various other topics, as needs arise. The education program will be developed to include programs and presentations for adults and children. When possible, school programs and presentations will be developed to meet state standards of education.
This position will serve as a conservation education resource person to individuals, schools, agencies, and organizations and will also serve as a public relations resource for the district.
Serve as backup to Administrative Assistant I.Practice safety and health protocol in all areas of work assignments, keeping self-apprised of safety regulations.
Operate a motor vehicle while performing official duties. Driving will be principally performed on public highways/roads during daylight hours. A valid NC driver’s license is required.
Must meet the minimum requirements of a Federal and County background check.
Work is performed under the general supervision of the Soil and Water Director and is evaluated through performance appraisals annually, comments of those working with, and inspections of work accomplished.
Perform other duties as assigned.
SUPPLEMENTAL INFORMATION
Acquire the necessary training to become a Certified Nutrient Management Planner.
Acquire Job Approval Authority from Soil and Water Conservation Commission. Possess a valid North Carolina driver’s license and a good driving record.
