Description of Work The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals. The NC Wildlife Resources Commission’s Inland Fisheries Division manages, conserves, enhances, and restores the State’s freshwater fishes, mussels, crayfish and supporting aquatic habitats through fisheries research, fisheries management, hatchery operation, and habitat conservation. The North Carolina Wildlife Resources Commission is accepting applications for a Fisheries Program Manager (Conservation Management Coordinator) for our Inland Fisheries Division. The Fisheries Program Manager is an administrative and supervisory position responsible for statewide coordination of fisheries management, sport fish research and survey projects, fishing access and statewide fishing regulations. The Fisheries Program Manager directly supervises regional fisheries supervisors and oversees human resources management for permanent and temporary employees. This position serves as one of two Assistant Chiefs for the Inland Fisheries Division. This employee represents the Inland Fisheries Division and has decision-making authority when the Division Chief is unavailable. Other administrative duties include helping to ensure that WRC policies and procedures are implemented within the Inland Fisheries Division, assisting with human resources actions, overseeing workplace safety, and coordinating the review and issuance of permits, and managing operating budgets. A Monday-Friday schedule is associated with this position which involves working 40 hours per week. This position is eligible for teleworking under the agency’s current telework policy of one day per week as approved by management. This position has statewide responsibilities. Assignments, work and projects require monthly travel, and occasional travel outside NC. This position is based in the WRC Headquarters in Raleigh, NC (Wake Co.). Knowledge, Skills and Abilities / Competencies To receive credit for all of your work history and credentials, you must list the information on the application form. Qualified applicants must document on the application that they possess all of the following: Knowledge of principles and practices of fisheries science and conservation biology in order to enhance, conserve, and manage fisheries resources and their habitats;
Knowledge of statewide fisheries management objectives and resource issues; Skills to evaluate and supervise complex field studies;
Ability to establish and maintain effective working relationships with others (such as administrators, biologists, wildlife/fisheries groups, and government officials.
Management Preferences:
Knowledge of WRC goals, objectives, policies, and procedures;
Ability to develop, track, and manage an operating budget;
Experience supervising activities of a highly specialized, professional team of biologists
Experience managing agency grants and contracts;
Ability to prepare and implement regulatory changes to the North Carolina Administrative Code for fisheries management.
Special Qualifications/Requirements:
Possession of a valid North Carolina driver’s license is required within 60 days of hire.
