Under general supervision, this position supports the management of all operational functions within the

MSTU/MSBU

program. The role involves performing routine inspections of public subdivisions, investigating and responding to resident concerns, and overseeing contracts related to

MSTU/MSBU

services. The employee is expected to conduct field inspections, address issues on-site, and maintain communication with the Field Supervisor regarding community feedback and field activities. Conducts routine field inspections of public subdivisions (MSTU/MSBU) to ensure vendor compliance with established maintenance contracts. Maintains accurate records by documenting inspection findings and submitting supporting documentation for invoice payments. Assists in the development and implementation of long-term maintenance plans, including estimating time, materials, and labor costs. Supports managerial operations related to inspections, purchasing, work order processing, equipment inventory, and coordination of tasks within the Office of Special Assessments. Reviews adopted

scopes of service and provides input on appropriate service levels. Collaborates with departmental and agency officials to assess service needs and establish delivery schedules. Refers complaints and emergency issues to the appropriate County department for resolution. Performs minor maintenance and repair tasks that can be completed efficiently without external assistance. Assists in the procurement process by participating in bid reviews and coordinating with the designated buyer. Researches and recommends the use of annual requirement agreements when appropriate. Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications Education:

High School Diploma or GED.

Experience:

Two (2) years of responsible experience in the operation and maintenance of buildings, public parks, or public/private subdivision services; or an equivalent combination of education, certification, training, and/or experience that provides the required knowledge, skills, and abilities.

Certifications and Licenses:

Must possess a Florida Stormwater, Erosion, and Sedimentation Control Inspector certification issued by the Florida Department of Environmental Protection or be able to obtain the certification within six (6) months of employment.

Miscellaneous:

Must possess and maintain a valid Florida Driver’s License. Bilingual (English/Spanish) fluency preferred. Knowledge, Skills and Abilities Proficient in communicating effectively in English, including speaking, reading, and writing. Knowledge of general maintenance practices and procedures. Familiarity with the Osceola County geographic area to conduct routine field inspections and property investigations. Ability to comprehend, follow, and provide guidance based on written and verbal instructions. Strong verbal and written communication skills. Ability to establish and maintain effective working relationships with all levels of management, staff, other departments, external agencies, and the public. Skilled in applying customer service principles and techniques in professional interactions. Proficient in preparing clear and concise correspondence, reports, and summaries; strong command of business English, including proper format, spelling, punctuation, and grammar. Competent in performing routine mathematical calculations and tabulations with accuracy. Ability to access, utilize, and maintain various computer software applications. Skilled in operating standard office equipment, including computers, printers, copiers, telephone systems, and fax machines. Proficient in maintaining and updating records and files; experienced in performing advanced administrative tasks such as data analysis, report processing, and document proofreading.
