DESCRIPTION

QUESTIONS
Purpose This position is responsible for inspecting the construction, installation, operation, and servicing of grease interceptors and oil and water separators to mitigate the amount of grease entering the city’s wastewater conveyance system. Essential Job Functions Performs inspections of the construction, installation, operation, and servicing of grease interceptors and oil and water separators connected to the city’s sanitary sewer infrastructure.
Reviews construction and installation plans and specifications; makes changes as needed to ensure compliance with all applicable laws and regulations.
Conducts on-site inspections and maintains logs of project progression; conducts follow-up inspections.
Enters project log and other pertinent data into computer; compiles reports for judicial proceedings.
Coordinates and oversees the city’s grease abatement program.
Collects field samples and wastewater in grease and oil, and water separators.
Inspects and investigates grease interceptors and oil and water separators in commercial establishments and automotive repair facilities; schedules follow-up visits as necessary.
Enforces the city’s sewer use and pretreatment ordinance; issues citations for non-compliance; attends court proceedings for subsequent violations.
Completes inspection reports and reviews information with managers and/or owners of commercial establishments.
Ensures that interceptors and separators are properly installed, maintained, and serviced.
Coordinates the inspection and review of plans for the construction and installation of all new grease interceptors and oil water interceptors with the city’s Engineering Department.
Investigate grease-related blockages in the sanitary sewer system for residences and commercial establishments; provide information to system users to prevent further problems.
Coordinates and oversees the grease bin and receptacle installation and service locations; prepares agreements with all grease receptacle companies operating within the city; inspects all grease bins and receptacles to ensure they are properly maintained and serviced; issues citations for any violations; investigates and resolves issues with overflowing grease receptacles.
Notifies the city’s stormwater management department when overflow of grease into the storm sewer collection system occurs.
Inspect the vehicles of waste haulers operating within the city; issues operating permits for eligible vehicles; inspects the permit and activity logs of waste haulers to ensure compliance with the city, county, and state regulations; issues citations to violators; imposes restrictions on the haulers delivering waste from municipalities outside the county to the city’s wastewater treatment facilities.
Investigates unlawful discharge of waste-related products into the sanitary or stormwater collection systems; issues summonses or uniform notices for illegal dumping violations.
Observes plant metering equipment on a scheduled basis, noting reading of flows at specified intervals; adjusts flows of water and chemicals as necessary to maintain plant operation within operational standards.
Maintains a log of plant operational characteristics to include changes, repairs made, and other incidents of relevance to plant production. Report defects of plant operations to Management.
Monitors treatment processes for compliance, inspects the equipment, monitors conditions, and monitors meters and gauges to determine plant load requirements/functionality.
Adjusts and changes the hydraulic and chemical processes.
Monitors dumping processes, schedules groundskeeping, and responds to spills.
May work or be exposed to high noise levels, obnoxious odors, hazardous environment, as well as heat or cold, as conditions change depending on the season.
Participates in after-hours emergency calls.
Performs other related duties as assigned. Minimum Qualifications High school diploma or GED plus additional college or vocational training in civil engineering, surveying, or infrastructure construction standards; with three years of construction, surveying, water treatment, or water conveyance/distribution work experience; or any equivalent combination of education, training, and experience. Must possess a valid driver’s license. Additional Requirements Background investigation, including supervised drug screen, post offer/pre-employment medical screen, and verification of education, certifications, and licenses required prior to employment. Additional Information Knowledge of city and department policies and procedures. Knowledge of wastewater treatment plant operations and processes. Knowledge of local code and ordinances. Knowledge of sewer collection systems operations and processes. Knowledge of state and federal environmental and safety laws, regulations, and requirements pertaining to wastewater treatment. Knowledge of inspection techniques for grease trap systems and oil and water separators. Skill in conducting research and compiling results. Skill in preparing and maintaining files and records. Skill in using hand tools. Skill in oral and written communication.

MINIMUM STANDARDS

Supervisory control: The water and sewer administrator assigns work in terms of general instructions. The supervisor spot checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

Guidelines:

Guidelines include relevant state and federal laws and regulations, city code and ordinances, and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Complexity:

The work consists of varied technical and inspection duties.

Scope and effect:

The purpose of this position is to inspect the construction, installation, operation, and servicing of grease interceptors and oil and water separators, and connect them to the city wastewater conveyance system. Successful performance helps ensure effective wastewater treatment practices and efficient department operations.
