MINIMUM TRAINING & EXPERIENCE
The following education and experience will be accepted: Associate degree in Business Administration, Horticulture, Arboriculture, Botany, Recreation or a closely related field plus a minimum of three (3) years of experience in park operations, maintenance or horticulture, OR High School Diploma plus a minimum of seven (7) years of experience in park operations, maintenance or horticulture. A minimum of two (2) years of supervisory experience required. Must possess a valid Florida Driver’s License and have and maintain an acceptable, safe driving record. Possession of an OSHA 10-hour Certification, CPRP certification, and CPSI certification preferred.
EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee’s Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under general supervision, performs administrative and supervisory work in the operation and maintenance of the City parks. Employee is responsible for supervising all assigned personnel; managing City parks, lakes, athletic fields, and City grounds; compiling budgetary information; supervising crews performing grounds maintenance operations of a routine nature; assigning duties, reviewing and inspecting the work of subordinates to ensure effective and efficient performance of duties; providing information and support for grant applications and other related reports. Work also involves providing input on new park designs; making recommendations for policies and procedures for parks system; overseeing herbicide and insecticide applications to park grounds; ordering supplies; performs responsible professional and technical work in urban forestry. Employee is responsible for providing technical advice and training relating to tree and landscape maintenance activities. Reports to the Parks and Facilities Director or designee.
SPECIFIC DUTIES & RESPONSIBLITIES ESSENTIAL JOB FUNCTIONS
Supervises, trains and provides input on all Park personnel; semi-skilled labor, skilled trades workers, and outside contractors; organizes, coordinates, and assigns work; analyzes and resolves work problems; evaluates work; determines work to be performed completed and requirements to carry out assignments utilizing necessary personnel, safety precautions, and equipment; makes recommendations on personnel actions, such as promotions, transfers, discharges, disciplinary measures, etc. Participates in and supervises the maintenance and repair of park grounds and facilities, such as picnic shelters and tables, fireplaces and grills, restroom facilities, equipment, playgrounds, etc.; assists with the maintenance of grounds of City buildings. Manages all City parks, lakes, athletic fields, and City grounds. Ensures the grounds, athletic fields, and the associated facilities and features are safe, in good working order, groomed, and clean. Maintains records of all monies, equipment, and materials assigned to parks. Maintains records and prepares month-end reports to submit to assigned manager. Assists in the preparation and monitoring of three annual budgets as they pertain to Open Space Parks. Assists in the preparation of the annual departmental budget; submits recommendations on equipment purchases and maintenance procedures on park buildings, grounds, and equipment; provides input on departmental goals and objectives. Assists with the preparation and updates to park procedures and policies. Preforms Park inspections to include docks piers, grills, picnic tables, athletic fences and common ground fences, dugouts, maintains current paint standards, play surfaces, inspects all aspects of the parks to include sidewalks and roadways, playgrounds, landscaping and facilities. Trains appropriate personnel in maintenance activities; makes technical presentations to various advisory boards, committees, and agencies as required. Prepares written reports, memos, letters, charts, grant applications, landscape designs, public relations information, rules, check requisitions, material requisitions, playground designs, and bid specifications for purchases. Makes recommendations on new park designs, development, and improvements, as requested; recommends policies and procedures for City parks. Coordinates Park development activities, special projects and neighborhood workdays; coordinates with other City department supervisors and management on special and/or routine responsibilities. Oversees the herbicide and insecticide applications to the park grounds to ensure proper application. Attends meetings, seminars, and conferences upon request of supervisor. Responds to after-hours emergency calls for repair work. May be required to work evenings, weekends and holidays. Respond to public inquiries or complaints regarding parks, playgrounds, trees and public grounds; initiate responsive or corrective action. Performs safety and procedural training. Addresses citizen complaints and requests through conversations and personal interactions. Assists with the rental of the City park pavilions and facilities.
